Dear Mr. Snider:
This letter serves as the official response from Winston-Salem/Forsyth County Utilities (WSFC
Utilities) to the North Carolina Department of Environmental Quality, Division of Water
Resources Notice of Intent to Enforce Civil Penalty for the March 8, 2021 sanitary sewer
overflow (SSO), Incident #202101003, located at 531 Northridge Park Drive in Rural Hall. The
incident was caused by bypass pump failure at a construction site.
On March 8, 2021 at 11:00am, an SSO occurred at 531 Northridge Park Drive. A contractor
working on an NCDOT project under U.S. Highway 52 discovered that their bypass pumps had
failed. They replaced the failed pumps, stopped the overflow and cleaned the area by turning
the soil, putting down straw and cleaning up all solids. Flow returned to normal within two
hours.
WSFC Utilities continues to make progress minimizing SSOs and has the proper programs in
place to continue our high level of performance. This incident was caused by a contractor's
equipment failure and was truly beyond our control. We are pleased that they were able to
resolve the situation so promptly.
