On behalf of Circle K Stores Inc., Timmons Group is requesting a confirmation of the stream
origin/buffer applicability determination for the Circle K Goldsboro NC site (the Site).
The Site encompasses approximately 7.43 acres and is located at 1908 S US 117 HWY,
Goldsboro, North Carolina within Wayne County (Figure 1. Vicinity Map). The Site is composed
of Wayne County Parcel Identification Numbers (PIN) 2598239604, 2598331789, 2598332845,
2598334951, 2598333958, and 2598334777 (Figure 4. Parcel Map). The Site consists of a gas
station, open maintained area, mixed hardwood and pine forest, a parking lot, and earthen
roads.
The Site is located within the Quaker Neck Lake-Neuse River subwatershed (Hydrologic Unit
Code [HUC] 030202011705) in the Neuse River Basin. The Site drains to the south via surface
flow and unnamed tributaries to the Neuse River, which has a NC Division of Water Resources
(DWR) Stream Index Number of 27-(56) and a Stream Classification of C;NSW. The Site is
located within Zone AE of a Federal Emergency Management Agency (FEMA) 100-year
floodplain, with mean base flood elevations of 73.1 to 72.8 feet above sea level, according to
FEMA Flood Insurance Rate Map (FIRM) Panel 3720258800K (effective 06/20/2018).
A delineation of the Site was conducted by Timmons Group Environmental Scientist Kate
Hefner and Environmental Technician Emory Quillian on March 14, 2023 to identify potential
waters of the U.S. (WOTUS). The Site was delineated based upon the methodology outlined in
the 1987 U.S. Army Corps of Engineers (USACE) Wetland Delineation Manual and the
Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Atlantic and Gulf
Coastal Plain (Version 2.0). In addition, streams were delineated based upon the methodology
outlined in the DWR Methodology for Identification of Intermittent and Perennial Streams and
Their Origins (Version 4.11).
During our delineation, a palustrine system containing one potential palustrine forested (PFO)
wetland totaling approximately 22,894 square feet in size and one potential palustrine open

water (POW) totaling approximately 15,295 square feet in size were identified within the Site
(see Figure 6: Wetlands and Waters Delineation Map). Additionally, one non -regulated ditch
feature totaling approximately 261 linear feet and was identified within the Site. No wetland
characteristics or evidence of an ordinary high water mark (OHWM) were observed within the
ditch. A review of the most recent U.S. Geological Survey (USGS) topographic map (Southwest
Goldsboro, 2022) and published version of the Wayne County soil survey map (1974) indicates
one feature would be subject to riparian buffer rules (Figure 1. Vicinity Map, Figure 5. NRCS
Soil Survey Map).
