S ury Street ergh, NC 27604 Re: Follow-up on Pre-Construction Notification of (Exempt) Temporary Mining Haul Roads 3M Facility in Pittsboro, North Carolina Dear Mr. Thomas and Mr. St. John: On May 9, 2000, we sent a letter notify you of the pre-construction of (exempt) temporary mining haul roads at the 3M property in Pittsboro, NC. Two temporary haul roads for moving mining equipment on the Pittsboro site, are subject to the federal exemption of 40 CFR 232.2 (c.) (6) (i-xv). In a May 24`x' meeting, you requested some additional information on these haul roads. As we noted in our May 9`h letter, these two haul roads will be associated with the mining/aggregate operations and will be constructed on a temporary basis for purposes of establishing the mining site, and later they will be upgraded to permanent roads. The temporary roads will be minimum widths with culvert crossings, headwalls, outlet protection, and 2:1 side fill slopes. Mining haul road #1 will be 100' top width initially and later upgraded to 140' top width with a conveyor crossing. Mining haul road #2 will be 76' top width initially and upgraded with safety berms later. When the temporary haul roads are upgraded to permanent haul roads, then the proper 404/401 permits will be secured. If the temporary haul roads are necessary to close in the future, then the reclamation plan would be the following: 1) provide temporary erosion and sediment control measures during removal, 2) remove the road fill, 3) remove the culverts, and 4) restablize and vegetate the stream side slopes using seeding no. 2P from the mining reclamation plan. With this letter, 3,'v1 is requesting your written approval of construction of the (exempt) temporary haul roads for moving mining equipment.
