The North Caroliva Department of Transportation is scheduled to replace Bridge #267 with a new bridge
at the same (ocation. I have included the Attachments G& L with a project description and a set of the
project plans. A stormwater managemenY plan is also attached. Please review this project for compliance
by your Division.

under NEPA, as defined by FHWA, for Low Impact Bridge Replacements. This project

Project Description — The project consists of replacing Bridge #267 over Jones Creek on
SR 1571 (Altamahaw Racetrack Road) and improving roadway approaches. The existing
18' L X 20` W timber deck on timber joists on concrete abutments bridge is structurally
deficient and will be replaced with a new 60' L X 30' W, cored slab bridge at the same
location. An off-site detour will be utilized during construction. The project involves
0.002 acres of wetland fill, less than 0.01acres of wetland excavation, less than 0.01 acres
of inechanized clearing within wetlands, 60 linear feet of permanent stream impacts
(bank stabilization) and 25 linear feet of temporary stream impacts that are necessary in
order to construct the bridge to NCDOT standards. The fill in the wetlands was
minimized by steepening the side slopes to 2:1. There will be no deck drains on the
subject bridge. Storm runoff will be collected and discharged into a rip rap pad within a

relocated existing 2' base ditch outside Buffer Zone 2. There are existing roadside
ditches within the Buffer area in all four quadrants of the bridge. Proposed Riparian
Buffer impacts include 3,043 square feet in Zone 1 and 1,775 square feet in Zone 2 to
accommodate the wider span bridge and the necessary fill slopes. Please note that the
majority of the proposed wetland impacts occur within this riparian area. The North
Carolina Natural Heritage Database was checked for records of threatened and endangered
species. The database lists no species for Alamance County that have federal status. The Bald
eagle is protected in every county in North Carolina under the Bald and Golden Eagle Protection
Act. No suitable feeding/water source is located within one mile of the project study area to
support Bald eagle habitat. Further, Mr. Gary Jordan (USFWS) recently released the
Programmatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat
(NLEB). This opinion, states in part, that "...it is the Service's conference opinion that NCDOT
activities in eastern North Carolina (Divisions 1-8), as proposed, are not likely to jeopardize the
continued existence of the NLEB."
