(1) new information reveals impacts of this identified action that may affect endangered or threatened species or critical habitat in a manner not previously considered, (2) this action is subsequently modified in a manner not considered in this review, or (3) a new species is listed or critical habitat is determined that may be affected by the action. 01 Storm -Water Control Increased storm -water runoff directly damages aquatic and riparian habitat, causing stream -bank and stream -channel scouring. In addition, impervious surfaces reduce groundwater recharge, resulting in even lower than expected stream flows during drought periods, which can induce potentially catastrophic effects for fish, mussels, and other aquatic life. Accordingly, we recommend that all new developments, regardless of the percentage of impervious surface area they will create, implement storm -water -retention and -treatment measures designed to replicate and maintain the hydrograph at the preconstruction condition in order to avoid any additional impacts to habitat quality within the watershed. We recommend the use of low -impact -development techniques,' such as reduced road widths, grassed swales in place of curb and gutter, rain gardens, and wetland retention areas, for retaining and treating storm -water runoff rather than the more traditional measures, such as large retention ponds, etc. We are pleased that a bio-retention cell is proposed in the plans to help control storm water flow from the parking lot. We also recommend that consideration be given to the use of pervious materials (i.e., pervious concrete, interlocking/open paving blocks, etc.) for the construction of roads, driveways, sidewalks, etc. Pervious surfaces minimize changes to the hydrology of the watershed and can be used to facilitate groundwater recharge. Pervious materials are also less likely to absorb and store heat and allow the cooler soil below to cool the pavement. Additionally, pervious concrete requires less maintenance and is less susceptible to freeze/thaw cracking due to large voids within the concrete. Pollinators To offset the overall impacts of development and/or to increase the habitat and species diversity within the project area, we further recommend the following measures be implemented into project design: Sow native seed mixes with plant species that are beneficial to pollinators wherever feasible on the site. We recommend that pollinator friendly plant species be planted in the bio-retention cells that will be constructed adjacent to the parking areas. Taller -growing pollinator plant species should be planted around the periphery of the site and anywhere on the site where mowing can be restricted during the summer months. Taller plants, not mowed during the summer, would provide benefits to pollinators, habitat to ground-nesting/feeding birds, and cover for small mammals. Low-growing/groundcover native species should be planted in areas that need to be maintained. This would provide benefits to pollinators while also minimizing the amount of maintenance, such as mowing and herbicide treatment. Using a seed mix that includes milkweed species (milkweed is an important host plant for monarch butterflies) is especially beneficial. Provide nesting sites for pollinator species. Different pollinators have different needs for nesting sites. Therefore, we recommend designing the area around the parking/access area to maintain a diverse array of habitats to accommodate varied pollinators, from hummingbirds to butterflies to bees. Hummingbirds typically nest in trees or shrubs while many butterflies lay eggs on specific host plants. Most bees nest in the ground and in wood or dry plant stems. Fish and Wildlife Resources We are pleased to hear that Duke Energy will be installing recreation fishing access on Muddy Creek. If applicable, we recommend the following measures be implemented into project plans to help minimize prcj ect impacts: 1. Shoreline vegetation should be left unaltered as much as possible, and riparian buffers should be reestablished along the associated park area wherever possible. 2. Stringent erosion -control measures should be installed where soil is disturbed and should be maintained until Project completion. Any excavated material should not be stockpiled where sediment will erode to surface waters. 3. All activities should follow Duke's Shoreline Management Guidelines.
