The Low Impact Design (LID) process is always for an NWP 3 by its nature (minimal amount of impact so that it qualifies as 'maintenance'; it truly is a non-notifying activity, but DOT has so many of these projects across the state, this was a way too keep track of them all). The attachment L (the few pages after the cover letter) are a standard letter format that the Agencies and DOT worked out amongst themselves. So, it covers all the bases. This project is in Caswell county and therefore does not have waters that are buffered by DWR.
