Box 27687 Raleigh, North Carolina 27611-7687 SUBJECT: Amendment to Judicial Order- of Consent JOC #88-37 Reidsville, North Carolina Dear Mr. Wilms: OFFICE OF THE CITY MANAGER ' /Fit 1 n Y`..•- JAN 2i; 1569 DIV' OFENI"-NMIEN TAL MANAGEl"OENT Raleigh, NC F= In order to meet the terms and conditions of Judicial Order of Consent (JOC • #88-37) executed by the City. of Reidsville and. on the advice of Mr. Gray , Hauser, Regional Engineer, Winston-Salem Regional Office, we request amendment of this Judicial Order .of Consent in terms of the wastewater treatment plant effluent limits and flow allocation for proposed sanitary sewer improvements. At the time of negotiation of terms of the Judicial Order of Consent, the presence of cyanide in plant effluent did not appear to pose a problem. However, since cyanide was first detected, the detection of source(s) has eluded our WWTP personnel. We have conducted a survey of industrial users, monitored permitted industries, and initiated a monitoring program within the sewer collection system. Although we are optimistic that this problem will be eliminated soon, we can offer no assurance that we can meet the effluent limits of the Judicial Order of Consent. We, therefore, restate our previous request for the interim effluent limits for cyanide be amended to 40 ug/ml. Mr. Hauser advised us that we request flow allocation for sanitary sewer improvements planned by the City of Reidsville and land development contributing to the City's wastewater treatment system.
