NPDES Unit Subject: High Point Eastside - Effluent Discharge Relocation 201 Facilities Plan -Amendment NPDES No. NC0024210 Guilford County I have reviewed 201 Wastewater Facilities Plan Amendment submitted by Hobbs. Upchurch, and Associates on behalf of the Piedmont Triad Regional Water Authority. The proposed project includes the relocation of the High Point Eastside effluent outfall from Richland Creek to the Deep River. DENR and the Division required this due to the potential for nutrient enrichment in the Richland Creek arm with the impoundment of Randleman Lake. The NPDES Unit of the Division of Water Quality has no conceptual objections to routing of the force main along Richland Creek to the Deep River (which will eventually be flooded after construction of Randleman Dam). However, the following concerns should be addressed: The submitted material does not indicate that the pump station/force main will (or will not) need to be sized to overcome the head pressure of the lake. This should be clarified in the document (it is unclear to me how normal pool elevation will affect the outfall when the dam is built). This Unit has concerns regarding the ability to detect leaks in the force main. We recommend that a plan be in place for periodic leak detection.
