Other Special Items: Page 3 I t PART IV - EVALUATION AND RECOMMENDATIONS Mr. Leroy Dixon has made application for the permit renewal for a wastewater treatment system to serve Harmony Estates, Inc. The wastewater treatment system has been constructed and is in place; however, only three houses have been placed on site and one of these units is the model with no one living in them. Septic tanks have been installed to serve these homes until more houses are located in the proposed development. Since the facility is not operating there is no operational data or monitoring reports. Elledge 17 Ellis Street Marion, North Carolina 28752 Subject: Permit No. NCO079481 Authorization to Construct Harmony Estates Subdivision Wastewater Treatment Facility McDowell County Dear Mr. Elledge: A letter of request for an Authorization to Construct was received April 16, 1991 by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a 20,000 GPD extended aeration wastewater treatment package plant consisting of a bar screen, an 8,000 gallon created flow equalization tank with dual submersible 85 GPM grinder pumps and high water alarms, a flow equalization tank 20 cfm blower unit, a 20,000 gallon aeration tank , dual 90 cfn blower units, aeration tank foam control system with a 30 gpm pump supported in the clarifier, a 3,375 gallon hopper bottom clarifier, a 3,000 gallon aerated sludge holding chamber, a 417 gallon chlorine contact chamber with a tablet chlorinator, a flow metering box with v-notch weir and flow recorder, a tablet dechlorinator, approximately 170 linear feet of effluent piping and protective rip -rap at outlet, and all associated piping, valves, controls, and appurtenances with discharge of treated wastewater into an unnamed tributary to North Muddy Creek, classified Class C waters. This Authorization to Construct is issued in accordance with Part III paragraph A of NPDES Permit No. NCO079481 issued December 17, 1990, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NCO079481. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Environmental Management. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct and the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. The subject wastewater treatment and disposal facilities shall be connected to an operational publicly owned wastewa-rer collection system within 180 days of its availability to the subject facilities, if the subject wastewater treatment or disposal facilities are in noncompliance with the terms and conditions of the NPDES permit, the Authorization to Construct, or the governing statutes or regulations. Prior to the initiation of these connection activities, appropriate approval must be received from this Division. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. Once the facility is classified, the Permittee must submit a letter to the Certification Commission which designates the operator in responsible charge within thirty days after the wastewater treatment facilities are 50% complete. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Environmental Management in accordance with North Carolina General Statute 143-215.6. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. The system will be composed of a flow equalization tank with bar screen, aeration chamber, clarifier chamber, and chlorination chamber. The mechanical equipment will consist of influent grinder PP um s, aeration blowers; chlorination mixing drums, flow recorder, and various piping. The proposed WWTP will serve approximately 100 manufactured home sites. The project will be a residential retirement community. The daily flow is calculated to be 400 GPD/lot; 400 GPD x 100 lot = 40, 000 R GPD. The flow will be all domestic. The NPDES i application is 40, 000 GPD. t C. Project Phasing ` The project is not anticipated to be phased. There will be some time lapse from start-up until the project is ! ; sold out, but this is unavoidable and unpredictable. II. Evaluations A. Connection to Sewerage System The closest existing sewer line is approximately 4 miles upstream from the project. The sewer line is at the City of Marion's WWTP that discharges into Youngs Fork Creek. The topographical features of the area would prevent a sewer line extension to the project. Several pump stations, force mains, and easements would be necessary to even consider the connection. A topographic map of the area is attached. The City of Marion does not have any future plans to extend sewer mains to this area. The Director of Public 1 . Works in Marion has informed me that no extension of sewer mains is planned for the area in the next 10 to 15 • years. I ? ' B. Subsurface Disposal The proposed lots in the project are approximately 1/4 acre in size. The McDowell County Sanitarian, Mr. Jeeter Laws, concluded that the lot sizes were too small for individual septic fields. He informed me that the lots would have to be approximately 1/2 acre in size to accommodate a septic field with a preliminary application rate of 0. 4 GPD/sq. ft. The type of buyer for the lots is retired and could probably not afford or desire a bigger lot. If the individual septic field is used, approximately 1/2 of the lots would be lost for sales. This would undoubtedly force the project to shutdown. • C. Spray Irrigation The project is presently wooded and does not have any available spray open areas for s irrigation. The area P P Y g necessary for spray irrigation with an application rate of 0. 5 in/week would be approximately 6 to 8 acres. D. Proposed Discharge The nearest stream with a positive 7Q10 borders the project and is an unnamed tributary of North Muddy Creek. The drainage area at the discharge point is 136 acres. This information has been forwarded to the USGS Hydrologic Department in Raleigh to determine the 7Q10, 30Q2, and average daily flow. Copies of the report will be sent to the NC DEHNR upon receipt. The proposed cost of the treatment plant is as follows: ITEM COST 40, 000 GPD WWTP $ 50, 000. 00 Installation 5, 000. 00 Utilities 250. 00/month Maintenance 200. 00/month Operation 325. 00/month III. Conclusion The proposed NPDES Discharge Permit is the most feasible wastewater treatment option. Useable land area for alternative of subsurface disposal is not available with the proposed lot size. The project is planned for a retirement community and larger lots would not be •r • economically feasible for the retirees to purchase. • The treatment plant will be operated to meet the limits of the NPDES Permit by an experienced private firm, separate form the Harmony Estates Developers.
