',:if., The Division of Water Resources (DWR) has investigated concerns regarding the possible need for establishing a minimum streamflow release from the Grandfather Mountain Dam to the downstream reach of the Linville River. A continuous, instantaneous minimum streamflow release equal to the rate of inflow to the lake or equal to the 7Q10 flow rate of 1.9 cfs, whichever is greater, shall be released from the Grandfather Mountain Dam to the downstream waters of the Linville River. 2. A staff gage shall be installed in the Linville River downstream from the dam. The staff gage shall be calibrated to the 7Q10 flow release equal to 1.9 cfs. (It is suggested that a permanent surveying benchmark be established in the vicinity of the staff gage in order to survey the water surface elevation corresponding to a flow rate of 1.9 cfs. Such a benchmark will also allow installation of a new staff gage in the event that an established..staff gage is damaged. It is not necessary to survey and establish the permanent surveying benchmark using mean sea level, National Geodetic Vertical Datum 1929, or North American Vertical Datum 1988 elevations.) 3. If the impoundment is used for irrigation purposes, including, but not limited to, golf course, residential lawn, or crop irrigation, then a calibrated staff gage shall be installed in the Linville River upstream of the impoundment to measure the inflow to the lake. 4. If the lake is lowered such that the water surface elevation of the lake is below the top of the spillway as a result of irrigation withdrawals, then the minimum streamflow release as set forth in Condition No. 1 above shall be maintained downstream through the dam's bottom drain release-mechanism or another means approved by the Division of Land Resources (DLR). 5. If the lake is lowered for maintenance purposes such that the water surface elevation of the lake is below the top of the spillway, a minimum streamflow release equal to the 7Q10 of 1.9 cfs or the inflow, whichever is less, shall be maintained downstream through the dam's bottom drain release mechanism or another means approved by the DLR until the impoundment is refilled and minimum streamflow release requirements are met by discharges over the spillway. 6. The staff gage or gages shall be installed, calibrated and maintained following procedures described in the United States Geological Survey Water Supply Paper 2175 entitled "Measurement and Computation of Streamflow." 7. The plans for the staff gage or gages and the mechanism to provide minimum streamflow releases shall be submitted to the DLR and the DWR for review and approval prior to installation. • Grandfather Golf and Country Club February 2, 1998 Page Three Contacts for the DLR and.the DWR are as follows: Mr. James K. Calibration of the staff gage or gages shall be verified at least every two years. All initial calibration and re-calibration measurements, including field data, shalt be provided to the DLR and the DWR within 30 days of completion. The Conditions of Operation for the Grandfather Mountain Dam as described herein are effective immediately. Linville, NC 28648 - • Dear Mr. Goettman: Thank you for your recent letter on behalf of the Village Council of Grandfather Golf and Country Club requesting the reclassification of the Linville River in Avery County (Catawba River Basin). A request has been sent to our Environmental Sciences Branch to have them conduct a water quality study for the Linville River and its tributaries from its source to Little Grassy Creek. This section of the river is approximately one mile in length and drains approximately 800 acres of surrounding mountain land. This study will determine whether or not these waters meet the criteria necessary for designation as High Quality Waters (HQW). Once the evaluation has been completed you will either be notified that the Linville River does not qualify for HQW classification,or we will proceed to request that the Environmental Management Commission (EMC) give us permission to conduct a hearing on the proposed reclassification. If these waters do meet HQW criteria and we receive permission to schedule a hearing,you will be sent a notice concerning the proposed reclassification and the details of the public hearing. Please be advised that recent changes in the North Carolina Administrative Procedure Act may result in the amount of time between the reclassification process being initiated and a proposed rule change becoming effective being up to several years. Since that time Linville Resorts, Inc. has made application to the Division of Environmental Management for expansion of their wastewater treatment facility from 0. 050 MGD to 0. 100. MGD. Based on our review of this expansion the discharge from Grandfather Golf and Country Club will interact with the discharge from Linville Resorts, Inc . for ammonia toxicity.
