Dear Mr. Snider,
This letter is in response to a Notice of Intent to Issue Civil Penalty that has been issued against the City
of Eden Collection System Permit No. WQCS00018 as of January 10, 2020 for incident number
201901849.
Incident number 201901849 concerns a sanitary sewer overflow that occurred on December 1, 2019
from the City of Eden's Railroad Pump Station, located at 11540 NC Hwy 770. The cause of the overflow
was Inflow and Infiltration associated with a storm event that began earlier that morning and ended 5
hours prior to the termination of the overflow.
High water levels and flooding of Dry Creek appears to be linked with the overflows at this location and
the City of Eden has been investigating this possibility. On February 17t6 City crews traversed the
sanitary sewer outfall line for sources of 1/I. Upon opening manholes on this sewer line, it was
discovered that there is currently some infiltration at manholes installed less than ten years ago.
However, the majority of the flow during the storm event appeared to be coming from the area
upstream from the previously rehabilitated line. The City is currently considering methods for
eliminating this new infiltration that has developed.
This upstream section of this sanitary sewer outfall line, Main Street west to Hale Street and north to E
Meadow Road, is up for rehabilitation as part of the City's EPA AOC.
The City of Eden takes sanitary sewer overflows seriously and is doing everything it can to eliminate
them.
