C & M Recycling
Dear Mark Norris:
On March 21, 2023, Michael Schley, Richard Farmer, and Andrew Decristofaro of Charlotte-Mecklenburg
Storm Water Services (CMSWS) along with Jerry Eplin (NCDEQ) conducted an inspection of the above
referenced facility as a requirement of the City of Charlotte’s NPDES Permit, NCS000240, Part II, Section H.
Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of
inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control
Ordinance; however, the following observations were made:
1. Charlotte Storm Water Pollution Control Ordinance Review
Offsite Sedimentation – CMSWS observed particulate tracking onto Jeff Adams Dr with large amounts
of material deposited on the roadway. C&M isn't the only facility with tracking issues, but observation
supports it being the majority source; therefore, CMSWS recommends following good housekeeping
measures such as sweeping and dust suppression to help protect water quality.
The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County
and the North Carolina Department of Environmental Quality (NCDEQ) – Division of Energy, Mineral and Land
Resources (DEMLR). NCDEQ – DEMLR has been copied on this report and made aware of the following
observations regarding the facility’s NPDES stormwater permit:
2) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented; however,
deficiencies were observed.
3) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded.

Facility Description: C & M Recycling is located at 2930 Jeff Adams Drive on approximately 10 acres on three parcels.
The facility receives concrete debris and processes it for resale.
File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) previously conducted an inspection at this
facility on November 8, 2021. The report was issued as satisfactory.
Inspection Summary: This inspection was conducted as a joint inspection with Jerry Eplin from NCDEQ and Michael
Schley, Richard Farmer, and Andrew Decristofaro from CMSWS. During the inspection, C & M Recycling was found to be
in compliance with City of Charlotte Stormwater Pollution Control Ordinance. Please refer to the inspection report for
comments and recommendations.
