Subject: Industrial Facility Inspection C & M Recycling Dear Mark Norris: On March 21, 2023, Michael Schley, Richard Farmer, and Andrew Decristofaro of Charlotte-Mecklenburg Storm Water Services (CMSWS) along with Jerry Eplin (NCDEQ) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte’s NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance; however, the following observations were made: 1. Charlotte Storm Water Pollution Control Ordinance Review  Offsite Sedimentation – CMSWS observed particulate tracking onto Jeff Adams Dr with large amounts of material deposited on the roadway. C&M isn't the only facility with tracking issues, but observation supports it being the majority source; therefore, CMSWS recommends following good housekeeping measures such as sweeping and dust suppression to help protect water quality. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) – Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ – DEMLR has been copied on this report and made aware of the following observations regarding the facility’s NPDES stormwater permit: 2) Stormwater Pollution Prevention Plan (SWPPP) A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented; however, deficiencies were observed. 3) Qualitative Monitoring Qualitative monitoring has been conducted and recorded. 1 Thank you for the assistance and cooperation with the site inspection. The facility receives concrete debris and processes it for resale. File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) previously conducted an inspection at this facility on November 8, 2021. The report was issued as satisfactory. Inspection Summary: This inspection was conducted as a joint inspection with Jerry Eplin from NCDEQ and Michael Schley, Richard Farmer, and Andrew Decristofaro from CMSWS. During the inspection, C & M Recycling was found to be in compliance with City of Charlotte Stormwater Pollution Control Ordinance. Please refer to the inspection report for comments and recommendations. Sediment, dust, and debris from processing was observed to be accumulating along Jeff Adams Drive due to vehicle tracking. Reference the 'Erosion Control' section of this report for recommendations. Water from vehicle and equipment washing drains back into the central pit. Equipment is fueled at the diesel ASTs. Vehicles and equipment were observed to be stored outdoors.
