CONSTRUCTION SITE VISIT 1/18/2023
Hi Shanna,
Thank you for your response and follow-up phone call today. DWR is satisfied with this plan to remediate the 401 non-
compliance. (I will let David add anything that the USACE might require to become compliant with their requirements.)
Please notify me (via email) when the work is scheduled and completed. If you will also provide photos of the
site/crossing during and after work has been completed, we can review and assess whether a final site visit will be
necessary.
If you have any questions, please let me know.
Thank you,

Subject: DWR#20220746: Colonial Pipeline Company, Line 24 Exposure, Chatham County - POST CONSTRUCTION SITE
VISIT 1/18/2023
Importance: High
Good Afternoon,
Thank you again for taking the time to meet with us for the post -construction site visit today for DWR# 20220746 - Line
24 Exposure 401 certification.
Per the onsite conversations and findings today, this site is considered out of compliance with the parameters listed in
the issued 401.
DWR is requiring a response to this notification of non-compliance that addresses the following:
Riprap located on both the upstream and downstream sides of the revetment mat has been placed in a manner
that is causing the stream to flow beneath the material at normal flow conditions. All riprap should be keyed
into the stream channel and banks, as indicated in the plans submitted along with the application and approved
as part of the issued 401, so that the stream can flow overtop of the material without significant
interference. Please respond to this email with a plan for how this will be addressed including a detailed
description and updated impact maps for approval.
CPC proposes to have the extra riprap located within the stream channel (both the up and downstream sides of
the revetment mat) hand removed, as shown on the attached plans, and distributed amongst the existing riprap
on the stream banks. The remaining in -channel riprap will allow for flow over material without significant
interference.
2. As part of your plans, please include any temporary impacts that will occur during the construction process
(pump arounds, etc.).
No additional temporary impacts are proposed as the crew will be removing the in -channel rip rap by hand.
3. As part of your plans, please include an anticipated date that construction will begin and end.
CPC's contractor proposes to conduct the repairs within the next two weeks (2/13 — 2/24). The repair activities
are anticipated to be completed in one day.
Please provide a response and remediation plans within 30 days of this notification. If you have any questions, please
let me know.
Thank you,
Zach Thomas
