DRAFT NPDES Permit Renewal — Request for Review Period Extension

Dear Sergei Chernikov:
The Arclin USA, LLC Plant located at 790 Corinth Road in Moncure, NC received the DRAFT
NPDES Permit for review on January 25 (draft permit dated January 10, 2023). Arclin is requesting
permit background information and an extension of the comment period for the Draft NPDES Permit
NC0000892.
We request the following information in electronic format for review:
1 The Reasonable Potential Analysis and calculations which were used to add total PAH limits.
2 The production data and calculations used to set the OCPSF, BOD and TSS limits.
3 The calculations used to set the limits in A.(2) of the draft permit.
We are requesting a review extension to thirty (30) business days after receipt of the above
information or 15 March 2023, whichever is later.
