Attached is the Tax Certification inspection form for the Valley Proteins request. I've also attached some photos and a
site map to identify the items requested. It appears that some additional information could be needed to complete the
request (i.e. itemized list of components installed besides the new pump listed at $24,349). It appears that some items
are buried in the lump sum price of the project ($65,747.16 of which the new pump is part of, leaving a total of
$41,398.16 for other items to include_ the SS tank, 4" SS piping, etc.)
I'll be in the office tomorrow, but will be in a staff meeting from 9 to 11. Give me a call after lunch to discuss, if need be.

A site visit was made to the Valley Proteins rendering plant in Wadesboro, Anson County
on 14 September 2015 to verify the equipment listed on the tax certification application. -
Attending the meeting for Valley Proteins was James Hodges (WWTP manager/ORC)
and Chris Bivans (Plant manager).
Photos were taken (attached to email of this letter) of the new pump and stainless steel
tank that replaced existing equipment that had been'in service for many years and was in
need of replacement. The increase in flow from the DAF units to the oxidation
ditch/clarifier is due to the new pump (with slightly more horsepower) being installed and
operating at maximum efficiency. The new stainless steel tank replaced the original tank
that had developed leaks and was deteriorating due to the nature of the waste being
managed (acid, below 6 pH). The new tank is slightly larger than the one it replaced. The
new pump and SS tank are in 'Service and were in use the day of the site visit. New 4"
diameter stainless steel piping that connects the DAF unit to the new holding tank was
installed. Also, a new 4" diameter SS force main was installed from the new holding
tank/pump to the existing oxidation ditch/clarifier (approximately 500' to 600').
Page 2 (DWQ Tax Cert. heading) indicates the price of the new pump at $24,349 and on
page 12 (DWR Tax Cert. heading) indicates a value of $65,747.16. According to James
Hodges, the value of $65,747.16. was the total project cost (new tank, pump, piping,
design, i.e. project lump sum cost).
A detailed, itemized list will be needed to identify all items being requested for tax
certification with related costs.

Valley Proteins, Inc. is part of the North American rendering industry, an important
°k player in maintaining a clean environment by recycling the perishable material generated
by restaurants, supermarkets, livestock and poultry processors and forms of food
processing. A large part of this raw material is converted in our plants to high quality fats
and protein ingredients used by the poultry and livestock industry to scientifically mix
with grains and other ingredients to optimize the nutrition level of animal feed. Our
conversion process also yields ingredients used in lubricants, soaps, paints and varnishes,
.pet foods, etc. Without our industry cities and towns would have to provide huge landtiJls
to dispose of the massive quantity of animal parts that would then slowly contaminate the
subsoil. as it rots. Restaurants would have to dispose of cooking grease through the sewer
Systems thereby increasing maintenance and capital costs of sewer lines and treatment
facilities.
The g{eatest source of raw material for our plants within North Carolina is the output of
r } poultry processors that is not used for human consumption, i.e. trimmt'ngs, bongs,
R feathers, etc'.' Our other raw material sources within North Carolin& are t-estaurants and.
grocery chains that produce cooking grease, Trap grease and meat trimmings. -
Rendering is a cooking and drying process .that yields varying grades of inedible fats and ,
1 animal- and.poultry meals. The'raw material is prepared for cooking -by ti mecfY icaty
chopping process and it is then cooked, The"output of the cooking,process is chhor sent
•over'a vibrating•seceen or a drain sorew conveybc-to sep4rate the fats and oils fitom the
solids_ The fats are further processed to redoes the amount residual solids artd may 6
-mixed with vegetable oils, etc.', depending upon customer requirements. The high protein
solids are sent through a grinding process to producn meat meals or meat and bone,meals
and are also combined with other material' based -upon customer demands.
1 In order to maintain as clean an environment as possible, our plants treat wastewater - a
ley -product of the cooking process - and cooking vapors prior to their release to the
environment. The cooking vapors are passed through air condensers to condense tite
vapors to water. The. resultant, vapors are then sent through air scrubbers [hat chemically
treat the air to eliminate odors. Wastewater is treated in a system of aeration ponds,
treatment tanks and holding ponds prior to spray irrigating growing crops.

Continuous Cooker System
Raw Material Is dumped into the Raw Material Bin, A conveyer transfers raw material from the Raw Material Bin
across a powerful Electromagnet to remove metal fragments prior to cooking;
A Raw Material Grinder ( eke ProCrusher or PreHogor ) reduces the raw material size to assure complete cooking,
The Supercooker (or Cooker) Is fed at a controlled rate by the M *storing Bin.
The Supercooker steam heated shaft raises the temperature of the raw material to 260-270 degrees Fahrenheit, evaporating
moisture and separating fat from solids. The cooker discharges a slurry of fat and solids Into the Aralnor.
The Dralnor separates fat from solids.
Water and vapor exit the Supercooker Inlu the Entrainment Trap that removes particulates from the steam and returns them
to the Supercooker. The vapor is then ducted to a Condenser ( usually a Shell and Tube or an Air Cooled Condenser ).
Solids from the Drainer are discharged Into the Overpress
Sweco and Centrifuge. or Screw Conveyer and are combined with solids from the
Solids are conveyed to the Pressor, a continuous screw press, which presses fat from solids. i

The pressed solids ere conveyed to the Crax Bin then to the Hammermlll that reduces clumps of solids (crux )
Into fine meal. The fine meal Is conveyed to the Rotex that removes any feather fragments, etc, from the meal.
Finished meat Is then conveyed to storage.
Fat from the Sedimentor and the pressor are pumped to a Sweco which removes floating particles, The particles are
pumped to a Centrifuge. The Centrifugo removes any residual solids from the fat before It is pumped to storage..
The Cooling Tower Is in a closed loop system circulating water through the Shell & Tube Condenser and back i to the Cooling Tower; water from the Shell & Tube Condenser enters the Cooling Tower at approximately
140 degrees and returns'lo the Shell & Tube Condenser At Approximately 00 degrees. i
The Shell & Tube Condenser receives hot vapors from the Cooker and condenses the vapors resulting In two
outputs from the Shell & Tube Condenser- water that goes to the Wastewater Treatment system and
non•conderelbles that are eventually'retumed the Boilers,

Attached is the inspection form for the Valley. Proteins requested equipment tax certification. Only two of the five items
can be approved/certified by the Division of Water Resources — Water Quality Regional Operations Section based on
their use or being a part of the wastewater treatment system. I've also attached the photos that are referenced in the
comments section on the inspection form.
The three items that DWR can't approve/certify may fall under the Division of Air Quality and their permitted
system/equipment at the Valley Proteins — Wadesboro plant.I've attached a previous email that addresses this issue.

Just to let you know...
We also received a tax certification from Valley Proteins Gastonia Facility, that
also listed only :one item that was found during the inspection to be used solely for air quality
instead of water pollution abatement. I have recommended to them that for that facility,
they might wish to apply to DEQ Air Quality and listed the website where the TC-AQ form is found.
We have received a packet of 4 tax certification applications for 4 separate Valley Proteins facilities.
They were sent from the Valley Proteins central office (Robert Cantrell, Corporate Tax Accountant, P.O. Box 3588,
Winchester, VA, 22604-2586). We may need.to let their central office be aware of the difference between the two
forms, TC-WQ and TC-AQ, so that they will know how to process tax certifications correctly and avoid unnecessary delay.

Attached is one page from the Valley Proteins tax certification application receive in central office on 31 March 2017 and
in the Fayetteville Regional Office via email on 1 May 2017 that you forwarded to me. After contacting the ORC at Valley
Proteins — Wadesboro (VP — Wadesboro) and discussing the tax certification package with him; the first two items on the
attached document (highlighted) are associated with the wastewater treatment process at the plant. Therefore, the two

items highlighted are the only items that DWR/WQROS can verify/certify for tax purposes. I plan to be in Anson County
on Monday 15 May for my monthly ambient sampling run and will stop by the VP — Wadesboro plant 'to verify and
photograph the equipment for certification.
It appears the other three items may be eligible for certification by the Division of Air Quality under their Air Quality
permit for the facility. If you wish .to pass this on to central office and/or Steve Vozzo to determine the eligibility of the
other three items so as to not delay the certification process and determine if VP — Wadesboro needs to submit a
separate certification package to Air Quality.

Comments: The poly tank was on the Yard at the facility when I made my site
visit on 14 September 2015. The poly,, tank has been installed next to the Stainless
Steel tank that was in -place on the day of my visit (see photo P9140009.JPG that
is part of my email to Sonia Gregory dated 17 September 2015).
Also provided is a copv of the current Vallev Proteins'Dermit. The regulated flow
at this facilily (220,000 GPD) is not changing. The increase in DAF flow
(Dissolved Air Floatation units — see photo MVC-485F.JPG that is part of my
email dated 17 September 2015) is internal.to the overall workings of the waste
treatments system example,'increasing the pumping flow rate from the DAF
units to the oxidation ditch from 200 GPM to 400 GPM); hence I'm not sure what
is being certified for items 1 and 2 above (other than the associated pumps and
piping used to transfer the wastewater from one, part of the system to another that
are certifiable items from the original "application).

Continuous Cooker System
Flaw Material is dumped l6to the Raw Material Bin. A conveyer transfers raw material from the Raw Material Bin
across a powerful Electromagnet to remove metal fragments prior to cooking.
A Raw Material Grinder ( eke PreCrushef or PreHogar) reduces the raw material size to assure complete cooking.
The Supercooker( or Cooker) Is fed at a controlled rate by the Metering gin,
The Supercooker steam -heated shaft raises the temperature of the raw malerTel to 250-270 degrees Fahrenheit, evaporating
moisture and separating -fat from solids. The cooker discharges a slurry of fat and solids Into the Drainor.
The Drainor separates fat from solids.
Water and vapor exit the Supercooker into the Entrainment Trap that removes particulates from the steam and returns them
to the Supercooker. The vapor is then ducted to a Condenser ( usually a Shell and Tube Oran Air Cooled Condenser).
Solids from the Dminor are discharged into the averpressor SMw Conveyer and are combined with sollds from the
Sweco and Centrifuge.
Solids ere conveyed to the Pressor, a continuous screw press, which presses fat from solids.
The pressed solids are conveyed to the Crax Bin then to the Hemmermill that reduces clumps of solids ( crex )
Into tine meal. The fine meal is conveyed to the Rolex that removes any feather fragments, etc. from the meal.
Finished meal Is then conveyed to storage.
Fat'from the Sedimentor and the Pressor are pumped to a Sweco which removes floating parllcies. The panicles are
pumped to a Centrifuge. The Centrifuge removes any residual solids from the fat before it Is pumped to storage.
The Cooling Tower is In a closed loop system circulating water through the Shall & Tube Condenser and back
to the Cooling Tower; water from the Shell & Tuba Condanser enters the Cooling Tower at approximately
140 degrees and returns to the Shell & Tube Condenser at epproximately,90 degrees.
The Shell & Tube Condenser receives hot vapors from the Cooker and condenses the vapors resulting in two
outputs from the Shell & Tube Condenser- water that goes to the Wastewater Treatment System and
non-condenslbles that are eventually returned the Boilers.

Valley Proteins, Inc, is part of the North American rendering industry, an important
_•,,� player in maintaining a clean environment by recycling the. perishable material generated
by restaurants, supermarkets, livestock and poultry processors and forms of food
processing. A large part of this raw material is converted in our plants to high quality fats
and protein ingredients used by the poultry and livestock industry to scientifically mix
with strains and other,ingredien'ts to optimizethe nutrition level of animal feed. Our
conversion process also yields ingredients used in lubricants, soaps, paints and varnishes,
.pet foods, etc. Without our industry cities and towns would have to provide huge landfills
to .dispose of the massive, quantity of animal parts that would then slowly contaminate the
subsoi Las it rots. Restaurants would have to dispose of cooking grease through the sewer
Systems thereby increasing maintenance and capital costs of sewer lines and treatment
facilities.
The greatest source of raw material for our plants within North Carolina is the output of
` poultry processors that is not used for human consumption, i.e. trimmings, bones,

grocery chains that produce cooking grease, Trap grease and meat trimmings..
Rendering is a cooking and drying process that yields varying grades of inedible fats and
animal• and.poultry meals. The raw material is prepared for cookirtg.by a raecftanical'ly
i. chopping process and it is then cooked, The output ofthb cooking process is e4her sent
k, over a vibrating screen or a drain ss;rew conveyiWto separate the fats and oils flpm the'
solids- The fats are further processed to reduce the amount residual solids and may �e
mixed with vegetable oils, etc., depending upon customer requirements_ The high protein
solids are sent through a grinding process to produce meat meals or meat and bone meals
and are also combined with other material based -upon customer demands.
. In order to maintain as clean an environment as possible, our plants treat wastewater - a
by-product of the cooking process - aud•cooldrig vapors prior to their release to the
environment. The cooking vapors are passed through air condensers to condense the
vapors to water. The. resultant vapors are then sent through air scrubbers that chemically
treat the air to eliminate odors_ Wastewater is treated in a system of•aeration ponds,
treatment tanks and holding ponds prior to spray irrigating growing crops.

In accordance with your permit major modification request received October 17, 2011, and
subsequent additional information received January 12, 2012 thru March 2, 2012, we are forwarding
herewith Permit -No. WQ0000957 dated March 5, 2012, to Valley Proteins, Inc, for the construction and
operation of the subject wastewater treatment and wastewater irrigation facilities.
Modifications to the subject permit allow for the retrofitting of the existing wastewater treatment
facility to provide increased nitrogen removal to accommodate seasonal fluctuations in nitrogen loading
and reduce treated effluent plant available nitrogen (PAN) prior to disposal by land application. The
approved upgrades include conversion of an existing wastewater holding pond into a -summer season
activated sludge treatment reactor with 12-inch clay liner (hydraulic conductivity no greater than lE-7
cm/s) and retrofitting of the existing oxidation ditch to include a high rate nitrate recycle system. The
proposed upgrades shall allow the treatment plant to operate as a two -stage Modred Ludzak Ettinger
(MLE) activated sludge biological nutrient removal (BNR)'treathient system.
Note this permit contains a number of new and/or updated conditions since the last issuance of
your permit including but not limited to the addition of new setbacks for irrigation sites and storage and
treatment units and the removal of PPI 002 WWTP Residuals Effluent monitoring requirements.
Additionally, monitoring wells MW-6, MW-7, MW-8, and MW-9 (installed June 29, 2010) have been
added to this permit and shall be monitored in accordance with Attachment C. Please carefully review all
conditions to ensure full understanding of their requirements.
This permit shall be effective from the date of issuance until June 30, 2018, shall void Permit No.
WQ000957 issued July 8, 2009, and shall be subject to the conditions and limitations as specified therein.
Please pay particular attention to the monitoring requirements listed in Attachments A, B and C. Failure,,
to establish an adequate system for collecting and maintaining the required operational information shall
result in future compliance problems.

construction and retrofitting of existing wastewater holding pond #3 into seasonal configuration to allow
holding pond 93 to serve as an FEB Anoxic Reactor Basin #1 during summer months and as a variable
volume holding pond during other months and consisting of. one 2.7 MG basin with 12-inch thick clay
liner demonstrating a hydraulic conductivity no greater than IE-7 cm/s, two 1,200 GPM transfer pumps,
eight 40 FIP mixers, and one effluent flow meter and retrofitting of existing oxidation ditch into
Nitrification Reactor #2 consisting of. one 1.5 MG oxidation ditch channel and one nitrate recycle flow
meter and all associated piping to be operated. in such configuration during months during high nitrogen
loading

received October 17, 2011, and subsequent additional information received .by the Division of Water

filed and approved by the Department of Environment and Natural- Resources and considered a part of
this permit.
This permit, shall be effective from the date of -issuance until June 30, 2018, shall void Permit No.
WQ0000951 issued July 8, 2009, and —shall be subject to the following specified conditions and
limitations:
1. SCHEDULES
In accordance with 15A NCAC UT .0116, upon completion of construction and prior to operation of
this permitted facility, a certification (attached) shall be submitted from a licensed North Carolina
Professional Engineer certifying that the permitted facility -has been installed in accordance with this
permit, Division approved plans and specifications, and other supporting documentation, including
the location of all monitoring wells as applicable. If this project is to be completed in phases and
partially certified the Permittee'shall retain the responsibility to track further construction approved
under the same permit, and shall provide a final certificate of completion once the entire project has
been completed. Mail the Certification to the Division of Water Quality, Aquifer Protection Section,
1636 Mail Service Center, and Raleigh, NC 27699-1636.
2. The Fayetteville Regional Office, -telephone number (910) ,433-3300, shall be notified at least.48
hours in advance (excluding weekends and holidays) of operation of the installed facilities such that
an in -place inspection can be made. Notification to the - Aquifer Protection Section's regional
supervisor shall be made from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.
3. A gauge to monitor waste levels FEB Anoxic Basin #1 shall be installed prior to operation. Caution
shall be taken not to damage the integrity of the liner when installing the gauge.
4. No later than six months prior to the expiration of this permit, the Permittee shall request renewal of
this permit on official Division forms. Upon receipt of the request, the Division will review the
adequacy of the facilities described therein,and if warranted, will renew the permit,for such period of
time and under such conditions and limitations as it may deem appropriate. Please note Rule 15A
NCAC 02T .0105(d) requires an updated site map to be submitted with the permit renewal
application.
II. PERFORMANCE STANDARDS
1. The subject non -discharge facilities shall be effectively maintained and operated 'at all times so there
is no discharge to surface waters, nor any contravention of groundwater or surface water standards.
In the -event the facilities fail to perform satisfactorily, including the creation of nuisance conditions
due to improper operation and maintenance, or failure of irrigation areas to adequately assimilate
effluent, the Permittee shall take immediate corrective actions including Division required actions,
such as the construction of additional or replacement wastewater treatment or disposal facilities.
2. This permit shall not relieve the Permittee of their responsibility for damages to groundwater or
surface water resulting from the operation of this facility.
3. Effluent limitations shall not exceed those specified in Attachment A.
4. Application rates, whether hydraulic, nutrient or other pollutant, shall not exceed those specified in
Attachment B.

Attached is the Tax Certification inspection form for the Valley Proteins request. I've also attached some photos and a
site map to identify the items requested'. It appears that some additional information could be needed to complete the
request (i.e. itemized list of components installed besides the new pump listed at $24,349). It appears that some items
are buried in the lump sum price of the project ($65,747.16 of which the new pump is part of, leaving a total of
$41.,398.16 for other items to include the SS'tank, 4" SS piping, etc.)
I'll be in the office tomorrow, but will be in a staff meeting from 9 to 11. Give me a call after lunch to discuss, if need be.
