Instream monitoring recommended for DO, Temperature, Conductivity, Fecal
Coliform, and BODS, to determine effects of interacting dischargers.
CIE Recommend instream monitoring for color at three sites. Take one sample per
site upstream; one at the Smith River water supply intake and one on the
Dan River at NC 87. A transect with samples at one -quarter, one-half, and
three-quarters the distance across the Dan River at NC 1761 should be
sampled(,owns ream).
Possible chlorine toxicity. The chlorine issue will be addressed in the
future.

CHRONiC TOXICITY TESTING REQUIREMENT (QRTRLY)
The effluent discharge sh _. at no time exhibit chronic toxicity in any two consecutive toxicity tests,
using test procedures outl'.:d in:
1.) The North Carolina Ctriodaphnia chronic effluent bioassay procedure (North Carolina Chronic
Bioassay Procedure - Rev:sed *September 1989) or subsequent versions.
The effluent concentratio:. at which there may be no observable inhibition of reprodiction or
significant mortality is % (defined as treatment two in the North Carolina procedure
document). The permit herder shall perform i7yarterly monitoring using this prcx:edure to establish
compliance with the perm:: condition. The first test will be performed after thing days from

All toxicity testing results .-equired as part of this permit condition will be entered on die Effluent
Discharge Monitoring Fo-i (MR-1) for the month in which it was performed, using the parameter

Test data shall be. complete and accurate and include all supporting chemical/physical measurements
performed in association :th the toxicity tests, as well as all dose/response data. Total residual
chlorine of the effluent tox:-ity sample must be measured and reported if chlorine is employed for
disinfection of the waste s=eam.
Should any single quarterl.: monitoring indicate a failure to meet specified limits, then monthly
monitoring will begin immediately until such time that a single test is passed. Upon passing, this
monthly test requirement %-,ill revert to quarterly in the months specified above.
Should any test data from :.his monitoring requirement or tests performed by the North Carolina
Division of Environmental Management indicate potential impacts to the receiving stream, this
permit may be re -opened a.1d modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in die cited document, such as minimum
control organism survival and appropriate environmental controls, shall constitute an invalid test
and will require immediate retesting(within 30 days of initial monitoring event). Failure to submit
suitable test results will constitute noncompliance with monitoring requirements.

In addition, a 24-hour acute pass/fail toxicity test was performed January 24, 1990,
with fathead minnows. No mortality to test organisms exposed to 90% effluent was
observed, and the result of this toxicity test was a "Pass" rating.
Results from acute pass/fail tests, as well as chronic pass/fail tests conducted at effluent
concentrations not addressed by NPDES permit, are not currently being disseminated with
the monthly toxicity testing update. Therefore, this memo will serve as notification of these
results. If further information on these tests is required, please contact me at 733-2136.
