Authorization to Construct
Modification to Mebane Bridge Wastewater
Treatment Plant
Rockingham County
Dear Mr. Hafter:
A letter of request for an Authorization to Construct was received
November 10, 1986 by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a 200 lineal feet of 36-inch ductile iron pipe to
connect the existing 36-inch clarifier influent lines, a 36-inch butterfly valve
between the cross section tee and clarifier inlet thus bringing both clarifiers to
use; and the replacement of an existing 10-inch pump and two 8-inch pumps with three
new 10-inch pumps at the Junction pump station and all related valves pipes and
appurtenances to serve the City of Eden's existing sewerage treatment facilities.
This Authorization to Construct is issued in accordance with Part III
paragraph C of the NPDES Permit No. NCO025071. issued August 1, 1985, and shall be
subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0025071.
The Permittee must employ a certified wastewater operator in
accordance with Part III paragraph d of the referenced permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G. S. 143.215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
The Winston-Salem Regional Office, telephone number 919/761-2351 shall
be notified at least twenty-four (24) hours in advance of operation of the installed
system so that an in -place inspection can be made of said system. Such notification
to the Regional Supervisor shall be made during the normal office hours from 8:00 a.m.
until 5:00 p.m. on Monday through Friday, excluding State Holidays.

14"11)' In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the perm.i.ttee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
