The Animal Feeding Operations Program of the Division of Water Resources (Division) has
completed a preliminary review of your Notice of Intent to seek coverage under the NC Swine
Waste Management System NPDES General Permit, NCA20000, received May 27, 2022.
Additional information is required before we may continue our review. Please address and submit
the following item(s) within 30 (thirty) days of receipt of this letter.
❑ Mass Mortality — No mass mortality plan was identified on the Mortality Management
Checklist. A Mass Mortality Plan is required by 40 CFR 122.42(e) for NPDES permitted
Concentrated Animal Feeding Operations (CAFOs).
❑ Site Specific Conservation Practices — CAFOs are required to identify any site -specific
conservation practices utilized on the facility that are necessary to prevent runoff of
pollutants to waters of the State. Examples include no -till cropping practices which might
be used to meet PLAT requirements. Please identify any such practices or document that
none are to be used.
❑ Chemical Storage/Disposal Information — Please provide a plan for proper chemical
storage and disposal at this facility. 40 CFR 122.42(e)(1)(v) requires that CAFOs ensure
that chemicals and other contaminants handled on -site are not disposed of in any animal
waste management system or stormwater.
❑ Nutrient Management Plan — the Nutrient Management Plan was not signed by the Owner
or Person with Signature Authority. Please provide signed copy.
❑ Odor Control Checklist — While not required, we request that you complete and submit the
updated Swine Odor Control Checklist.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Omissions made in responding to the above items shall result in future
requests for additional information.
