Wastewater Treatment Facility

=-j Dear Mr. Berry:
A letter of request for Authorization to Construct was received March 24, 1987,
by the Division and final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for the
construction of a 0.03 MGD Wastewater Treatment Facility consisting of a flow splitter
box, a barscreen, dual package type wastewater treatment units for Phase I and Phase
II respectively. The first unit for Phase I shall consist of an aeration tank of a
10,150 gallon capacity, a 1,685 gallon capacity clarifier, a 1,400 gallon sludge
holding tank and 58 CFM dual blowers. The second unit for Phase II shall consist of a
20,000 gallon aeration tank, a 3,395 gallon clarifier, a 1,680 gallon sludge holding
tank and 92 CFM dual blowers, a 850 gallon common chlorine contact tank with a tablet
feed type chlorinator and all related valves pipes and appurtances to serve Eden Glenn
Mobile Village located in Buncombe County.
This Authorization to Construct is issued in accordance with Part III paragraph
C of NPDES Permit No. NCO068152 issued January 27, 1987, and shall be subject to
revocation unless the Wastewater Treatment Facilities are constructed in accordance
with the conditions and limitations specified in Permit No. NC0068152.
The Permittee must employ a certified wastewater operator in accordance with
Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed of in
accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.

The Asheville Regional Office, telephone number (704) 253-3341, shall be
_notified at least twenty-four (24) hours in advance of operation of the installed
system so that an in -place inspection can be made of said system. Such notification
to the Regional Supervisor shall be made during the normal office hours from 8:00 AM
until 5:00 PM on Monday through Friday, excluding State Holidays.
In event the facilities fail to perform satisfactorily in meeting it's NPDES
permit effluent limits, the Permittee shall take such immediate corrective action as
may be required by this Division, including the construction of additional Wastewater
Treatment and Disposal Facilities.
