We apologize for the delay in resolving this *permit renewal; several issues related to internal Division functions have been raised in regard to your facility. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). The Division received your comment letter dated November 22, 2002. We offer the following response to your comment for this permit: ➢ The monthly average and daily maximum limits for BOD and Total Suspended Solids are derived from 40 CFR 133.102, part of the Federal Regulations that govern the NPDES program nationwide. The limits for these parameters cannot be changed, as they are minimum requirements for secondary treatment. ➢ The plant expansion you requested cannot be granted. The plant modification you completed does not require an expansion of permitted flow. Please contact Susan Wilson of the NPDES Unit at (919) 733-5083, extension 510 to discuss this issue in greater detail. An expansion of permitted flow may be possible at a later date, or at the next renewal of the permit. However, considerable extra information will be required before any flow expansion can be permitted. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Although this is seemingly a very small amount of flow - the calculations for the overall plant and a 500 gpd increase must still be reviewed (in addition to this being a permit "expansion"). Anyway - Charles is just putting in the letter that the guy should contact me if he has questions (and you may get further questions as well). If we need to discuss this further - give me a ring, ext. 510. He's going to get this one issued as -is this week. Susan 1 of 1 3/1/2004 9:45 AM Re: NCO067326 (Cullasaja School / Macon County) To: Charles Weaver <Charles.Weaver@ncrmid.net> Charles: Cullasaja school added a flow eq basin in front of the plant last year after I nov'd them for the sand filter being clogged with solids. This system's issue is that they get a day's worth of flow in just a few hours. (1,500 gal in 2 hours at lunch time). They may have the ability to treat additional wastewater with the addition of the -eq basin, but I have no idea as to how mush additional. Also, this year, they have increased the population at this school by a significant amount. No idea how many students. Clac's should be performed to see if the aeration basin can handle the aditicnai wastewater. Page 2 of 2 Version 1112000 MACON COUNTY SCHOOLS SLUDGE MANAGEMENT PLAN For each of our wastewater treatment plants, the sludge maintains itself on a regular basis. Sludge is monitored for buildup on a daily basis. If buildup occurs, the Operator in Responsible Charge has the sludge pumped by an outside company.
