Dear Mr. Ravella,
My farm, Doug Cowan Farm (25-29) has been empty for several years. I am now
in the process of closing out my lagoon. I am requesting to go under a zero-
animal permit status. My understanding is that I will still be inspected until my
lagoon has been closed out and the appropriate paperwork filed to rescind my
permit. In the meantime, I can save the annual permit fee, that is hard to pay
when there is no farm income.
