Project Description: Improve US 421 for 3-mile segment from NC 16 to US 421 Business in Wilkes
County including adding 30 ft. median, superstreet designs and possible widening. Area of Potential
Effects(A.P.E.)is approximately 4.8 kilometers (3 miles)long and 60 meters (200 ft.)wide. No design
plans provided. Federally-funded;will require Federal permits; will require temporary and/or permanent
easements for construction and drainage.

Archaeological Reconnaissance of the Proposed Improvements to US 421
from NC 16 to US 421 Business, Wilkes County

The proposed improvements to US 421 will improve a 4.8-kilometer (3-mile) segment of US 421
from NC 16 to US 421 Business by adding a 9.2-meter (30-ft.) wide median, "superstreet" designs,
and possible widening (Figures 1-2). The Area of Potential Effects (A.P.E.) is approximately 4.8
kilometers (3 miles) long and 60 meters (200 ft.) wide.
The original review of this project (see 6/13/2013 "Archaeological Survey Required form")
recommended an archaeological survey of the part of the A.P.E. located on the west side of US 421
at the south end of the project (Figures 3-4). The review included an examination of a topographic
map, the Wilkes County soil survey, an aerial photograph, the Natural Resources Technical Report
(NRTR), and listings of previously recorded sites, previous archaeological surveys, and previous
environmental reviews at the Office of State Archaeology (OSA). The topographic map showed
that while almost all of the A.P.E. included landforms with a low potential for prehistoric
archaeological sites, the level floodplain along the west side of US 421 at the south end of the
project has a moderate to high potential. The soil survey showed the floodplain is well-drained, a
landform with a high potential for prehistoric archaeological sites. The aerial photograph showed
extensive disturbance from parking lots, driveways, frontage roads, and buildings within most of the
A.P.E. But the high potential floodplain is undeveloped. The NRTR (Johnston and Smith 2013)
confirmed that while most of the A.P.E. is "Maintained/Disturbed Land," the high potential
floodplain is mostly "Piedmont levee forest." The review of information at the OSA identified
several previously recorded archaeological sites in the vicinity. Many were recorded during the
archaeological survey of the part of US 421 from west of Wilkesboro to east of Maple Springs
(Lautzenheiser 1992) which included most of this project's A.P.E. But it was not clear whether all
of the high potential part of this project had been included in the 1992 survey. A visual
reconnaissance of the A.P.E. was conducted by NCDOT archaeologists Caleb Smith and Gary
Glover on 6/27/2013. Based on the reconnaissance the recommendation was changed to No
Archaeological Survey.
The reconnaissance found that the A.P.E. along the west side of US 421 has little potential for intact
archaeological remains. (US 421 is oriented 310' [northwest] but will be considered north/south for
this description.) While it appears on the topographic map that there is a high potential landform
along the west edge of US 421, the closest high potential land is outside of the A.P.E. The area
from the pavement edge west for 10 meters (33 ft.) is disturbed roadbed that slopes down to a large
drainage ditch (Figures 5-6). The level floodplain is located along the west side of the drainage
ditch, approximately 40 meters (131 ft.) west of the pavement. The east edge of the floodplain is
occupied by a 15-meter (50-ft.) wide utility (wastewater?) easement (Figures 7-8). It is likely that
the clearing, construction, and maintenance of the utility easement would have disturbed any
archaeological sites that might have been there. Red clay subsoil is visible on the surface of the
easement. The land on the west side of the easement appears to be undisturbed, level floodplain
with a high potential for prehistoric archaeological sites.

Because of these conditions, no further archaeological work is recommended for this project. If
the design plans change to include any of the undisturbed floodplain along the west side of the
utility easement then the project should be reviewed again.

SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions:
Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was
undertaken on May 2,2013. Based on this review there are no NR, DE,LL, SL, or SS in the project area.
There is one identified historic site (WK 272 Parson House) indicated on the HPO GIS map but it was
determine not eligible in 2006. According to Wilkes County Tax Data there are no other primary
structures that are greater than 50 years of age in the APE. There are no other National Register eligible
structures in the APE of this project. This project was resubmitted in February 2023. The APE has not
changed.No survey is required.
Why the available information provides a reliable basis for reasonably predicting that there
are no unidentified signiFcant historic architectural or landscape resources in the Proiect
area:
Using HPO GIS website and the Wilkes County GIS Tax Data website provides reliable information
regarding the structures in the APE. These combined utilities are considered valid for the purposes of
determining the likelihood of historic resources being resent.
