MEMORANDUM
TO: Charles Lowe
THROUGH: Carla Sanderson Cx
FROM: Dave Goodrich PC'
SUBJECT: Request for a Formal Wasteload Allocation for Waterford Place
NPDES No. NC0055905
Hunts Creek
Transylvania County
040301
I received a call this afternoon from Kerry Becker (ARO) regarding the above -
referenced permit. This permit was mistakenly "streamlined" without a WLA when it is
actually a "phased" permit. That is, according to Kerry, the WWTP has been built to
accomodate 0.027 MGD, an ATC was issued for 0.0408 MGD, and the permitted flow is
0.046 MGD. As a result, this facility will get limits for ammonia and total residual chlorine
for the "new flow" when a WLA is done. If you have any questions, please call me.

Parameter(s) Affected
NH3
X_ Parameter(s) are water quality limited. For some parameters, the available load capacity of
the immediate receiving water will be consumed. This may affect future water quality based
effluent limitations for additional dischargers within this portion of the watershed.
X.
No parameters are water quality limited, but this discharge may affect future allocations.

MISCELLANEOUS INFORMATION & SPECIAL CONDITIONS
Adequacy of Existing Treatment
Has the facility deTdstrated the ability to meet the proposed new limits with existing treatment
facilities? Yes ✓ No
If no, which parameters cannot be met?
Would a "phasing in" of the new limits be appropriate? Yes No
If yes, please provide a schedule (and basis for that schedule) with the regional
office recommendations:
If no, why not?
