POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General -Statute 143-215.1,
other lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,

is hereby authorized to discharge wastewater from a facility located at
The Canton Mill Wastewater Treatment Plant
Haywood County
to receiving waters Pigeon River in the French Broad River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, and III hereof.
This permit shall become effective June 19, 1981.
This permit and the authorization to discharge shall expire at midnight
on June 30, 1981.

is classified Class C.

During the period beginning on the effective date and lasting until June 30, 1981, -
permittee is authorized to discharge fr-oa outfall(s) serial number(s). 001 (Wastewater Treatment Plant).
Such discharges shall be limited and monitored by the permittee as specified below:

*Sample Locations: I - Influent, E - Effluent, U - Upstream, D - Downstream.
**All stream samples shall be grab samples.
***Daily means each day on which a wastewater discharge occurs except Saturday, Sunday, and legal holidays.
The river shall be monitored one time weekly at seven sample locations.
****The temperature of the effluent shall not cause a temperature increase in the receiving stream of more than 2.80C
(50F) above ambient -stream water temperature, and in no case shall the receiving stream temperature exceed 290C
(VOF) as a result - of this discharge measured at a point 3.3 miles downstream of the n_oint of discharge at which
point the receiving stream and effluent are deemed to be mixed. MEb -0,o

The pH shall not be less than 6.0 standard units nor greater than 8.5 standard units
and shall be monitored daily by taking a grab sample at I,E,u, and D.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
