This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). A If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty days following your receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. It is NC00559905, Waterford Place. Ti[. wed to change -the sample type from oo to to grab'Its this facility is a sand filter system. This would affect the 8�y,chlorin* monitoring requirement as well since Class I facilities are only required to be iftsocted once/weep Please see that this permit is modified accordingly. The stream monitoring requirements should stay as there have been positive results for fecal coliform and the conductivity while not much does show variation from time to time. The temperature and dissolved oxygen measurements do not appear to change from upstream to downstream. However, if you're already doing upstream and downstream measurements, these two do not take more than a minute to run. She indicated that the proper procedure would be to contact Raleigh and request a waiver as part of the repermitting process, so I am hereby requesting such. I am particularly interested in obtaining a waiver for the upstream/downstream conductivity readings as the recent NCDENR requirement for outside lab testing of this parameter instead of field testing has greatly increased our testing costs. I am not quite sure of the original rationale for this test as Hunt's branch is a very small streamlet which originates inside the Waterford property area and discharges into a larger stream wihin 100 yards of this property. I don't understand how this data would be meaningful in any way to NCDENR. A commercial licensed septic tank is. utilized in this program. We also have a contract with our primary plant operator which calls for periodic removal of sludge from the accumulator tank of the lift station as required. This operator is also licensed for septic sludge removal, but this service has never been required to date. The sand bed filters do not generate sludge.
