Subject: Permit Modification to Extend TRC Deadline
NPDES Permit NCO055271
Shields Mobile Home Park WWTP
Alamance County
On October 24, the Division of Water Quality (the Division) received a letter request from your Operator in
Responsible Charge (ORC), Mr. James Carson. Mr. Carson asked to extend the permit compliance deadline for
Total Residual Chlorine (TRC) so that you may better facilitate installation of ultra -violet (UV) disinfection
equipment at the subject wastewater treatment plant. The Division hereby grants this request.
This minor permit modification extends the existing TRC compliance deadline (not to exceed 120 days from
the December 1, 2007) to March 31, 2008. Please be aware that failure to meet this deadline may result in
Notices of Violation and civil penalties. Attached, please find a permit change page. Please insert this new
page into your existing permit and discard the old page. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the
North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect your legal responsibility
to obtain other permits required by the Division of Water Quality, the Division of Land Resources, the Coastal
Area Management Act, or any other Federal or Local government. If you have any questions concerning this

Dear Sir,
I am writing this letter on the behalf of the following Permits numbers.
NCO055271 Shields Mobile Home Park
NCO042528 B. Everett Jordan
I am the contract ORC for both of the plants. At both plants, we wish to change over to
UV. I am having a problem is trying to find an Engineering company who can do this for
us. Most of the ones I have contacted wanted way too much money and as small as we
are we can't afford the cost on this. I have found one who is willing to do the project for
us; the only thing is we are running out of time. To keep cost down for us he works on it
when he has a break and it has taken longer than normal. To have the request to construct
permit to go through, I was told it could take up to 90 days for the state to go over it for
approval. The permit number NCO055271 has to meet the new CL2 rule Dec I". Permit
number NCO042528 has until Feb Ist. Furthermore equipment to read low CL2 in the
field is much more expensive than the cost of the UV, with having to install D-CL2 and
having to feed tablets for CL2 and D-C12. even several of the engineering companies
would not even talk to us due to it was not enough money for them to work on it.
I would like to request an extension on the permits to allow time to be approved by state
and install the equipment. I know we had 18 months to get this in order but, I had to find
a company who could work with us on this matter. Our engineer should have the plans
and request to construct completed within the next 2 weeks and hope to turn it into the
state for approval then.
