Drawer 700 Marion, N.C. 28752 Subject: Permit No. NCO055221 Authorization to Construct City of Marion Nicks Creek Water Treatment Plant Backwash Treatment Lagoons McDowell County Dear Mr. Daniels: A letter of request for Authorization to Construct was received October 10, 1986, by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a 50',000 GPD wastewater treatment system consisting of approximately 170 lineal feet of 18-inch gravity sewer, a pump station equipped with dual 3900-GPM non -submersible pumps, high water alarms and approximately 400 lineal feet of 12-inch force main, two (2) lagoons in parallel, each with a volume of 820,000 gallon (0.36 Acre), telescoping valves and all associated valves, piping and appurtenances to serve the Nicks Creek Water Treatment Plant located in McDowell County. This Authorization to Construct is issued in accordance with Part III paragraph C of NPDES Permit No. NC0055221 issued March 1, 1983, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0055221. The Permittee must employ a certified wastewater operator in accordance with Part III paragraph D of the referenced permit. The sludge generated from these treatment facilities must be disposed of in accordance with G. S. 143.215.1 and in a manner approvable by the North Carolina Division of Environmental Management. Such notification to the Regional Supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. In event the facilities fail to perform satisfactorily in meeting its NPDES permit effluent limits the permittee shall take such immediate corrective action as may be required by this Division, including the construction of additional wastewater treatment and disposal facilities. Any monitoring deemed necessary by the Division of Environmental Management to insure surface and ground water protection will be established and an :acceptable sampling reporting schedule shall be followed.
