The terresh�ial habitat at the project site li�s been altered due to a�•iculture, a ne�rby church, t��vo schools, �nd 4-way intersection. The habitat is uol characteristie of the listed species or the bald eagle. Wetlaud liabitat required by the bog turlle is also laeking. Due to the pro�imit�� of Iudi�iia bat i•ecords, the USFWS considers Nlacoii Coimty to be an Indiaua bal eount}�, es ��vell as, lhe newlp listed uorthern loi�g-eared bat. No tree cutting �vill bc associated �vith this project. Tlie projeet is limited in scope. Habitat char�eteristic of the listed species is lacking at the project site. For these reasons and those discussed above, �ve recommend �"no effect" determination for tlireateued and end�ngered species. Tl�is project was revic�ved by NCDOT's Htunan Enviro�uneut Unit in 2015 for potential cffects to historic architecture and archaeology. lt was determined that no sarvey w�s required for historic arcliitectm�e or archaeology (see attaclied forms). The channel substrate of the stream to be effected is primarily eomposed of gravel, sand and silt. 1'he nnuauied tributaiy flo���s into the Cullasaja River approai�nately 10 feet downstream of tl�e SR 1667 crossiug. The Cullasaja River then flo��vs appro�imatcly I niile iuto the Little Tennessee River. The Litlle Tem�essee River meets the defiuition of a Tr�ditional Navigable Water. For these reasons, ���e believe that the uimamed tributairy to the Cullasaja River is a Relatively Perm�nent Water and is under the jurisdictiou of die U.S. Anuy Corps of Engineers. Iu order to �uTke the necessTry safety improvements, it ��vill be necessary to impact waters oClhe United States in the Little Temiessee River Basin (HUC 06010202). The minimal amount of pipe is being installed in order to accommodate road widening for a turn lane. 1 b. NPDES form will be filled out and monitored by contract. An impervious dike will be inslalled to carry lhe sVeam around the work area to prevent sedimentation of downslream aquatic habitats. The discharge of the diversion will be into the exisling culvert until the new culvert is installed. The old culvert will be lefl in place. Section 106 of the National Historic Preservation Act will apply because a United States Army Corp of Engineers (USACE) permit acquisition will be necessary. Nex[, construction design and other data was examined (when applicable) to de(ine the character and exten[ of poten[ial impacts to the ground surfaces embracing the improvement work. Once an APE was defined, a map review and slte file search was conduc[ed at the O(fice of State Archaeology (OSA) on Thursday, April 16, 2015. No previously documented archaeological sites are located within the APE. One prehistoric site (31MA8) is situated several hundred feet to the east along with several others located within a one mile radius of the project area. This data suggests a higher potential for archaeological site Qocumentation in the APE and those areas directly surrounding it. Examina[ion of National Register of His[oric Places (NRHP), State Study Listed (SL�, Locally Designated (LD), Detennined Eligible (DE), and Siuveyed Site (SS) properties employing resources available on the NCSHPO website is crucial in establishing the location of noteworthy historic occupations related to a perspective construction impac[ area. A cross-check of these mapped resources concluded Ihat no meaningful historic proper[ies with possible contributing archaeological elements were located inward of or directly proximal to the APE. In addition, historic maps of Macon County and the project area were appraised for evidence of former structure locations, land use pattems, or other confinnation of historic ocwpation at this locale and archaeological/historical reference materials were inspected as well. Fur[her, the APE was referenced on topographic, geologic and NRCS soil survey maps (RSA, ReA) for the evaluation of environmental, geomorphological, hydrological, and other correla[ives that may have resul[ed in past oaupation at this location.
