Box 1776 Goldsboro, North Carolina 27533 Subject: Speculative Limits for Expansion of Southeastern Wayne Sanitary District WTP NPDES Permit NC0086941 Wayne County Dear Mr. Lewis: Pursuant to the SEPA Program, you requested speculative limits on behalf of the Southeastern Wayne Sanitary District (SEWSD) in Wayne County for an expansion of its WTP facility. The requested wastewater increase is to 66,000 gpd with no changes to the existing wastewater quality or to the approved discharge location into Horsepen Branch. The known facility expansion features that impact the NPDES permit are: 1) Three new iron sand filters, equal in capacity and design to the existing three iron sand filters, 2) ammonia addition at the wells for chloramines disinfection, 3) new controls. We have reviewed the request and provide the following response. The speculative limits presented here are based on our understanding of the proposal and of present environmental conditions. The Division of Water Quality (DWQ) cannot guarantee that it will issue SEWSD a NPDES permit to discharge treated wastewater into waters of the State. Nor can we guarantee that the effluent limitations and other requirements included in any permit will be exactly as presented here. Final decisions on these matters will be made only after the Division evaluates a formal permit application for this discharge, and notices the proposal for public comment. Environmental Assessments of New Projects and Expansions As a reminder DWQ will not accept a permit application for a project requiring an environmental assessment until the Division has approved the EA and sent a Finding of No Significant Impact (FONSI) to the state Clearinghouse for review and comment. Therefore, as a component of all NPDES permit applications for new or expanding flow, a detailed engineering alternatives analysis (EM) must be prepared. The EAA must justify requested flows and provide an analysis of potential wastewater treatment alternatives. Alternatives to a surface water discharge, such as a spray/drip irrigation, wastewater reuse, or connection to a regional WWTP are considered to be environmentally preferable. Speculative Effluent Limits We have reviewed information provided by you and existing environmental conditions at the existing discharge point.
