Regardless of the submission method,the first DMR is due on the last day of the month
following the issuance of the permit or in the case of a new facility, on the last day of the
month following the commencement of discharge.
2. Signatory Requirements [Supplements Section B. (11.) (b) and supersedes Section B.
(11.) (d)1
All eDMRs submitted to the permit issuing authority shall be signed by a person described in
Part II, Section B. (11.)(a), or by a duly authorized representative of that person as described
in Part II, Section B. (11.)(b). A person,not an assigned position,must be delegated signatory
authority for eDMR reporting purposes.
For eDMR submissions,the person signing and submitting the DMR must obtain an eDMR
user account and login credentials to access the eDMR system. For more information on
North Carolina's eDMR system,registering for eDMR and obtaining an eDMR user account,

Certification. Any person submitting an electronic DMR using the state's eDMR system
shall make the following certification [40 CFR 122.22]. NO OTHER STATEMENTS OF
CERTIFICATION WILL BE ACCEPTED:

my direction or supervision in accordance with a system designed to assure that qualified
personnel properly gather and evaluate the information submitted Based on my inquiry of the
person or persons who manage the system, or those persons directly responsible for gathering

accurate, and complete. I am aware that there are significant penalties for submitting false
information, including the possibility of fines and imprisonment for knowing violations."
3. Records Retention [Supplements Section D. (6.)1
The Permittee shall retain records of all Discharge Monitoring Reports, including eDMR
submissions. These records or copies shall be maintained for a period of at least 3 years from
the date of the report. This period may be extended by request of the Director at any time [40
CFR 122.41].

Facility Summary—Wet-decking operations have been idle since October 2009. In order to preserve their
option to resume operations,the Permittee has applied for renewal(application dated 27Feb2014). All
timber and timber offices were removed from the site,and the storage building was demolished.The only
structure remaining is a pump building, based on 20Nov2013 site visit[see WiRO Staff Report received
NPDES 25Apr2014].The Permittee is instructed to call the WIRO at minimum 30 days prior to startup of
renewed operations to facilitate site inspection, as warranted.

This staff report was prepared in response to a permit renewal application submitted by Georgia-Pacific Wood
Products LLC.
The wet decking operations have been idle since October 2009; All logs have been removed from the site,the timber
office and storage building have been removed/ emo 'shed.The only structure remaining onsite is the pump building.
The facility does not generate sludge;therefore,a sludge management plan is not in place. Bark generated from the
log handling operation is spread onsite to reduce potential for erosion and control rutting.

Dear Mr.Thedford:
Attached are the original and two copies of the completed Form C-MI and location map for renewal of
National Pollutant Discharge Elimination System (NPDES) Permit NC0072168 for the Georgia-Pacific Wood
Products LLC, Whiteville Timber Yard (Wetdeck). There have been no changes at the facility since issuance
of the last permit, with the exception of demolition/removal of the timber office and storage building. The
only structure remaining onsite is the pump building.
Please note that the wet decking operations have been idled since October 2009. Ms. Maureen Scardina of
the NCDENR Division of Water Quality suspended permit monitoring activities until such time that the wet
decking operation resumes. All logs have been removed from the site. The facility does not generate sludge
and thus has not prepared a sludge management plan. Bark generated from the log handling operation is
spread onsite to reduce potential for erosion and control rutting.

Briefly describe the manufacturing process(es):
Surface water is pumped from a canal that drains to Soules Swamp to the Lumber River and then
sprayed onto logs stockpiled on the wet deck via a system of standpipes and spray nozzles. Runoff
from the wet deck is collected in a series of perimeter ditches and directed into a detention/settling
pond prior to discharge back into the canal. Since the water is not reused over and over, as is
typical in a closed-loop system, the quality of the water returned to the canal is similar in quality to
that originally withdrawn. Periodically, the logs are transported offsite for use in manufacturing
plywood and other products.
Operations have been idled since October 27, 2009.
