The North Carolina Division of Water Resources conducted an inspection of the Broad River Water
Authority DCAR on 3/07/2023. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0035576. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Melanie Kemp, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the Broad River Water
Authority' s (BRWA) DCAR Program on March 7, 2023, in to determine whether the program is being operated and
maintained in compliance with non-discharge Permit No. WQ0035576. Brad Joyner (ORC) and Dustin Guyer (Chief
Operator) were present and assisted with the inspection.
Overall, the facility appeared to be compliant. Alum sludge is stored in 2 sludge holding ponds and supernatant goes into a
recycling pond. The last distribution event occurred in 2021. During the inspection, Lagoon 2 was drying to prepare for
distribution. Freeboard has remained adequate in sludge lagoons since an NOD was issued in 2021 (requirement for
closed-loop permit WQ0005221). The sludge storage lagoons are rotated approximately every other year. US Biosolids is
contracted to haul solids and distribute to local fields.
The facility has been working with McGill Associates (Keith Webb) to design and construct fields on site for sludge
application, to move away from off-site disposal. During the inspection, the area had been logged and an access road was
being constructed. They expect to begin storing sludge in this area soon. As a reminder, these fields will need to be properly
permitted and inspected prior to long-term sludge application. Class A residuals may be staged at the land application site
for up to 30 days for biological residuals and 60 days for non-biological residuals. Class A residuals shall be stored or staged
in a manner to prevent runoff of leachate and other wastewaters generated (Permit Condition III.6).

Class A residuals, from wastewater treatment operations (non-biological) are dried in sludge
lagoons before being hauled off site. No groundwater monitoring is required. The facility did
not distribute in 2022 and therefore no sampling data is available. US Biosolids is contracted to
haul dried solids for BRWA and distribute to local fields. The facility is construction on-site fields
for sludge application (see summary for more details).
