completion of Task #2 per the approved credit release schedule, which is included in the Attachments
with this request. The following documents have been submitted to DWR for Task #2 and are
pending review: Dogtown Construction and Planting Complete Letter including photographic
documentation to confirm that the construction of all stream mitigation activities has been completed,
planting is complete, monitoring device installation, easement boundary signage, and invasive

B. DWR may modify the credit release schedules based on the information submitted or the order in
which required information is received. DWR will notify the Sponsor of any modification to the
credit release schedule.
C. DWR may consider a Credit Release Schedule for a Bank Parcel based on the extent of change
between current onsite conditions and proposed post construction conditions.
D. The Sponsor must initiate implementation of the approved BPDP for the site under this Instrument
in concurrence with all stream mitigation activities proposed in the approved Mitigation Plan
referenced in Item D of Section IV of this Instrument.

and Monitoring Device Creation Completed— 20 Percent Credit Release
Ms. Merritt,
Environmental Banc & Exchange, LLC ("EBX"), a wholly owned subsidiary of Resource
Environmental Solutions ("RES") is pleased to inform you that riparian vegetation planting and
associated monitoring devices installation have been completed at the Dogtown Riparian Buffer
Mitigation Bank. Monitoring devices include 22 vegetation plots in the riparian buffer and nutrient
offset mitigation areas, an additional six will be relocated randomly on an annual basis per
requirements set forth in the Dogtown Stream Mitigation Plan. This letter is being submitted to
request the release of credits associated with Task 2 as described in the RES 2020 RES Catawba
Umbrella Mitigation Bank for riparian buffer.
To support your review and approval of the release of Task 2 credits, the following are included
with this letter:
- Short summary of activities completed as required per the approved BPDP (including
activities completed for the Dogtown Stream Mitigation Bank);
- Figures representing all riparian restoration, riparian enhancement, and riparian
preservation activities where applicable.
- A map showing the vegetation plot locations.
- Detailed Planting Plan information.
- Photos of the site, including examples of completed stream construction, vegetation plots,
easement markings, and invasive species treatment.
Short summary of Activities Completed:
Planting occurred at the Dogtown Mitigation Bank on February 25 b, 2023 while construction for
the stream mitigation bank was completed on February 20, 2023. Four culverts were installed on
S2, S3, DTI, DT3 and two fords were constructed on S1 and Bakers Creek. All disturbed areas
were seeded based on the NCDEQ guidance for stabilizing disturbed areas. No fencing was
required or installed on the project site for either mitigation site approaches. The USACE Dogtown
Stream Mitigation MYO report is currently in progress while the As -Built survey is underway.
During as -built set-up, eight planted tree species were recorded, and the plots yielded an average
of 614 stems per acre (Tables 1 & 2). There were no changes to the planting plan of bare root
res.us
species and the planting area and density remain the same as proposed. Vegetation plots had very
minor shifts in locations from the Mitigation Plan proposed locations, however, the quantities of
plots remained the same as proposed. The easement is marked with conservation easement signs
that include the long-term steward, restricted activities, and contact information attached to t-posts
on corners and at 200-foot intervals (photos included). The planted area is 14.25 acres, with 1.47
acres within the old pond bottom footprint and 15.25 acres within the riparian preservation zone.
Throughout the easement areas of invasive Chinese privet have been treated via foliar spray. All
these activities were also completed for the Dogtown Mitigation Bank where applicable in addition
to earthwork activities that included stream restoration, enhancement, and preservation, bank
grading and stabilization, rill stabilization, and associated live staking (photos included).
A Baseline Monitoring Report will be submitted in the coming months. No major modifications
from the approved Dogtown Riparian Buffer Mitigation Bank BPDP were made during site
construction. If any deviations are discovered as a result of the as -built work, they will be included
in the baseline report that will be submitted to support the release of credits associated with Task
3. Should you require further documentation, please let us know. Finally, we anticipate a site visit
to be required for the release of Task 2 credits. We will be in touch to schedule this with you.
