Its probably too much to ask for internally roughened pipes. That leads to all kinds of crap catching in your pipe and clogging it. Not sure it will do much to help a mosquito fish move upstream through the pipe, but I don't know what would. | can't think of a better design. Attached are a couple of drawings showing the details of the culvert design for the subject site. JB #1 and 2 are manhole junctions with 12" drops to dissipate energy. When I explained that it would not meet the aquatic life passage requirement, the engineer sent the manhole detail with a sloped riprap basket in each manhole. Dc you think that this revised design would allow aquatic life passage?
