I’m glad you were able to be on site today. I’m glad that there didn’t seem to be as much of an issue today. Yes, your comments about what you saw today are consistent with the information that I received from Daniel Waugh and the inspector, Greg Frame. Daniel said he communicated that the turbidity curtain needed to be tighter and that more anchors might help. He also mentioned that the water is very deep on the western side corner. He did not think that an additional curtain could help. It sounds like they were not able to finish the fill placement today and they estimate another ½ day to do that. The inspector knows to watch for turbidity and will be checking the turbidity curtain placement. I was out to the site thismorning and snapped the photos attached to my email. The contractor did mentionthat there was some turbidity yesterday. The photos taken yesterday seem to indicate that it was more of an issue yesterday from I can tell. It may be related to the fact that the area they worked on yesterday was the deepest area of the project and required the most fill per linear foot of shoreline. I am not sure how tight the turbidity curtain was to the shoreline yesterday, as they were able to tighten it up tothe shoreline while I was there. If it had the gap yesterday that it had today, itprobably contributed to the issue. The contractor and inspector seemed to think thatsince the curtain did not extend to the bottom, the turbidity was finding its way underthe curtain with the flowing tide, which is believable as well. Turbidity did not appearto be problematic while I was there and looking out into the water from the site. Please have the inspector keep a lookout for this issue and let us know if this issue re-appears, so that we can discuss possible solutions. We wanted to make you aware of the turbidity that was escaping from the turbidity curtain, particularly near the western side of the project. Sean Farrell shot this drone footage and he indicated that it was difficult to see the turbidity when on the ground. Therefore, I’m not sure if the contractor was aware of what was leaving the project area. I am waiting on an update from Daniel Waugh, but I think they may be almost finished placing the fill. I have asked if we can get extra turbidity curtain to help if they are not finished with the fill. I hope to give you another update when I hear from Daniel.
