Subject:
Compliance Evaluation Inspection
Permit # WQ0022017
Facility: 5836 Family Farm Road SFR
Orange County
On March 22, 2023, Jim Westcott from the Raleigh Regional Office visited your Single-
family residence wastewater treatment and spray irrigation system to evaluate compliance
with the subject permit.
The facility is permitted for the operation .00036 (MGD) wastewater treatment and
irrigation facility consisting of a 1250 gallon baffled septic tank, a 336 ft2 duel bed
subsurface sand filters (168 ft2 each) with a 1.07 GPD/ft2 design loading rate chlorine
tablet disinfection, a .003 gallon pump/storage tank with audio/visual high water alarms
and a 9.5 gpm dosing pump, rain sensor, a 0.23 acres fenced spray irrigation area with
three (3) sprinklers ( 80 ft diameter each), and all associated piping, valves, controls, and
appurtenances with no discharge of wastes to surface waters.
The permit, which was issued June 16, 2017, expired May 31, 2022. Section I (1) of the
permit requires the permittee to request renewal of the permit no later than six months
prior to the expiration of the permit on official division forms. Division records indicate the
required annual fee for the period ending February 28, 2024, due March 5, 2023, has been
paid. Please ensure that future renewal applications are completed and submitted no
later than six months prior to expiration to the division as required.
Findings during the inspection were as follows:
1. Treatment system Operation: The wastewater treatment system shall be effectively
maintained and always operated so there is no discharge to surface waters, nor any

contravention of groundwater or surface water standards. The treatment system
components are to be inspected weekly, monthly, and quarterly by the permittee. At the
time of inspection, the permittee was not on -site, and all components of the system
were not evaluated and tested.
2. Pumping the septic tank: You are required to inspect the septic tank annually to
determine if solids must be removed or if other maintenance is necessary. Septic tanks
should be pumped out every five years or when the solids level is found to be more than
1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping
company can check the status periodically and determine when pumping is required. The
non -discharge permit requires the permittee to retain records associated with residuals
disposal for a period of 5 years. Within thirty days of this letter, please send a copy of a
recent receipt showing the residuals removed and/or a maintenance contract receipt.
3. Disinfection: Your system uses a tablet chlorination unit for disinfection of wastewater.
The chlorination tablet disinfection system provides effective disinfection and reduces
harmful bacteria from entering the environment. The chlorine tablet disinfection system
should be checked weekly to ensure proper disinfection of the wastewater prior to spray
irrigation. At the time of inspection, the chlorination tablet feeder was located, and a
sufficient supply of tablets were evident. The moisture sensor, visual high-level alarm
was located on the control junction box was located.
4. Proper Operation and Maintenance: The system shall be inspected monthly to make
certain of the proper operation of the spray and irrigation system and that the sol is
assimilating the disposed treated wastewater with no surface runoff, and that no
objectionable odors are being generated. Any visible signs of a malfunctioning system shall
be documented, and steps taken to correct the problem. At the time of inspection, the
spray irrigation system was not evaluated and tested. All three spray nozzles and
associated piping were in good operational condition. The spray field vegetative cover
was in good condition and there was no evidence of surface runoff or ponding. The
perimeter wire fencing was secured with proper signage.
Please continue to periodically inspect and evaluate the wastewater spray irrigation
system components are properly maintained and operating as designed. Maintain all
associated operational records onsite for a period of five years as required by the subject
permit.
If you have questions or comments about this inspection or the requirements to take
corrective action (if applicable), then please contact Jim Westcott at
