Meeting Summary
Patrick Beggs (DWR) opened the meeting with introductions and a review of the agenda.
The Oct 4, 2019 meeting summary was approved.
Falls Lake Nutrient Management Strategy & UNRBA Re-examination
Alix Matos, of Brown and Caldwell, and Forrest Westall of the Upper Neuse River Basin association,
presented on the Falls Lake Nutrient Strategy and Re-examination including Monitoring Loading to the
lake, Data Analysis, Modeling, and an Alternative Implementation Approach for Stage I Falls Existing
Development Rule. The presentation can be found online. Data can be found at http://monitor.unrba.org.

The following is a summary of questions and comments during the presentation.
• 2007 was the worst year of drought. Nitrogen deposition has decreased greatly since 2007.
• Monitoring and modeling captures lake sediment but not legacy sediment form upstream.
• USACE did not amend the soil before the lake was filled.
• Alternative approach:
o Seems to be many benefits, including cooperation across sectors.
o Concerned about collaborative enforcement and financial responsibility.
o Need to be sure to give credit for any investment in Existing development ahead of
implementation.
o Need to remember this a pilot study.
o Still many details to work out at this point including, construction costs, operation and
maintenance, in-kind service, larger governments being agents for smaller governments if
needed.
• Everything learned in Falls can be used in Jordan and vice versa.
• Modeling and monitoring costs are being paid for by UNRBA dues.
• USACE lake operations are a very important aspect of rule implementation, communication and
planning. We all need to work to continue to develop hat relationship throughout NC.
Updates and Comments
• Street Sweeping and Storm Drain Cleaning Nutrient Credit Practices have been approved.
• Please have a JLOW update at each meeting.
• Rain in the past 15 months has made local flooding a huge concern. Any way we can tie reducing
flooding to water quality will help get buy-in for future actions.
• Agree with the flooding comment – no one is talking about water quality, just flooding.
• DOT has an established research program. Maybe NSAB can keep a running inventory of
research needs.
• Practices are designed to treat the 1 inch storm, but most nutrient loading comes from storms
greater than 1 inch.
