Please note, this email is being distributed to NCDEQ BRS (Mr. Sam Watson) and DWR NPDES Permitting Unit (Mr. Sergie
Chernikov and Mr. Mitch Hayes), with copies to the Site owner and WWTP Operator, to document prior notifications
calls and provide an update for the property located at 338 Pea Ridge Road, New Hill, NC.
In coordination with Amanda Grenier (Site WWTP Operator), we want to provide written notice of a release of
stormwater from the wastewater treatment plant (WWTP) Spill Pond that occurred on March 9, 2023 during
constructions activities for site redevelopment. Immediate action was taken to contain the water and NCDEQ was
notified. This e-mail serves as a follow-up to summarize events and actions taken. The below bullets provide a timeline
of events; a map showing the references areas of the site is attached:
During construction activities (e.g., clearing and grubbing) in the vicinity of the Stormwater Pond, a pipe
servicing stormwater to the WWTP broke and an estimated 20k gallons of water backflowed from the Spill Pond
onto the ground east of the Firewater Ponds.. It is estimated that up to 5k gallons of water reached Outfall 002
prior to disarming pumps and diverting the released water. Outfall 002 is a dry drainage feature associated with
the former facility that is in the process of being demolished and not currently a wastewater discharge location.
Since the facility has been decommissioned and is no longer in operation, the water in the Spill Pond consists of
stormwater.
The stormwater release was reported to NCDEQ within 24-hours (915am on 10 March 2023); notes from three
separate NCDEQ calls are summarized below. The incident was initially identified at approximately 0930 am and
the flow from the pipe was mitigated by approximately 1200 pm the same day.
The pipe was plugged and stormwater that did not reach Outfall 002 was temporarily contained within a
constructed earthen bermed area while the pipe was repaired. Bermed stormwater was pumped back to the
Spill Pond after the piping was fixed on March 15, 2023..
• Geosyntec collected two samples of the stormwater, one from the Spill Pond and one from water that
accumulated outside of the Spill Pond that collected in a diversion ditch (i.e., bermed area). The samples will be
analyzed in general accordance with the Environmental Management Plan (EMP) that was prepared for "Lot 2"
of the Site (which includes the facility decommissioning work currently being performed on -site) and approved
by BRS on 3 October 2022.

suggests the water consists of stormwater and requested email notification be provided. DEQ indicated no
additional forms or reports are required.
