Subject: Compliance Evaluation Inspection
Tar River Water Reclamation Facility
NPDES Permit NCO020231
Franklin County
On March 16, 2023, Mitch Hayes of the Raleigh Regional Office conducted the subject inspection
with the assistance of Jimmy Ellington, Operator in Responsible Charge and Richard Collins,
Laboratory Supervisor. Below is a list of findings developed from the inspection and review of the
permit.
1. The subject permit became effective April 1, 2021 and will expire September 30, 2025.
The 1.37 MGD facility consists of the following units: two mechanical bar screens. aerated
grit and grease removal, anaerobic selector, dual oxidation ditches (BioDeniopho Process),
dual secondary clarifiers, three tertiary filters, ultraviolent disinfection, cascade aeration,
two aerobic digesters, ultra -sonic flow meter, on -site portable generator for back-up power.
2. At the time of inspection, all units were accounted for and operational. Both mechanical
bar screens were in service. Trash is collected in a dumpster and landfilled. The grit
classifier was operational. Mr. Ellington stated that this unit will be replaced this year. All
4 rotors were operational: two new and two original units. This office highly recommends
replacement of the two original rotors because they are past their original life span. Mixed
liquor in the oxidation was chocolate brown in color with excellent mixing. Effluent
flowing off the weirs in the secondary appeared clear with no pin floc. Both banks of UV
were operational. Effluent at the cascade aerator and discharge outfall appeared clear with
no solids or foam. There were no detrimental effects on the river from the effluent. The
portable generator is only capable of running half the plant without phasing. This office
highly recommends purchasing an on -site generator so that it can provide power to the
entire plant. This is critical during extended power outages.
3. Sludge was being hauled during the inspection. According to Mr. Ellington, there were
approximately 100 loads of sludge left to haul before both digesters were empty.

4. Discharge Monitoring Reports (DMRs) were reviewed for compliance with permit and
monitoring requirements for the period April 2021 through March 2023. There were no
violations.
5. Commercial lab results, chain of custody records, and bench sheets were compared with
data submitted on the January 2023 DMR. No discrepancies were noted.
6. The Tar River Water Reclamation Facility laboratory #439 is field certified for pH, TRC
and DO. Meritech Labs analyses all other permit parameters.
7. The laboratory was checked in a cursory manner. All instruments, meters, probes,
photometric cells are maintained in good condition. All standards, reagents and
consumables used are within expiration dates.
