Dear Mr. Hamilton:
Division personnel have reviewed and approved your application for renewal of the subject permit. The
wastewater flow rate was corrected in the permit narrative. Accordingly, we are forwarding the attached
NPDES permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1
and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency
dated October 15, 2007 (or as subsequently amended).
Summary of Changes in Final Permit from Existing Permit
1) Total Nitrogen, TKN, Nitrite/Nitrate Nitrogen, and Total Phosphorus monitoring was removed. This is a
change from what was stated in your draft permit. Per 15A NCAC 02B .0500, a design discharge less
than 50,000 gpd is not required to monitor nutrients in the Neuse River Basin.
2) Flow limit was removed. Footnote was amended to require maintaining log book with support data for
flow estimate. Required per Water Treatment Plant Strategy for Greensand filter discharge.
3) Fluoride, total manganese, total iron monitoring was reduced to quarterly. Required per Water
Treatment Plant Strategy for Greensand filter discharge.
4) Turbidity monthly monitoring was added. Required to comply with US EPA memo on monitoring for
Water Treatment Plant discharge, and is a water quality limited parameter of concern.
5) Supplement to Cover Sheet narrative was updated. Clarified equipment descriptions.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The Eastern Wayne Sanitary District
is hereby authorized to:
1. Continue to operate a Water Treatment Plant (WTP) with a permitted discharge of backwash and
rinse wastewater from Greensand Filters. This WTP currently has a design potable flowrate of 0.90
MGD and design wastewater flowrate of 0.033 MGD. Normal operation allows recycling of all
wastewater. Potable water treatment and wastewater treatments consist of:
o Raw water reservoir with transfer pumps
o Three(3) 10 ft diameter Greensand Filters with chemical addition system
o Two (2) 47,700 gallon sedimentation basins and recycle pumps (stand by transfer pumps
to outfall)
o Calcium thiosulfate addition system(dechlorination)
o Potable water chemical additive systems for corrosion inhibitor (non-zinc), chlorination,
ammonia solution, and sodium fluoride
This facility is located at the Rockford Church Road WTP, 301 Rockford Church Road, LaGrange,
NC in Wayne County.
2. Discharge from said treatment works at the location specified on the attached map into an unnamed
tributary to the Neuse River in Lenoir County, classified C,NSW waters in the Neuse River Basin.

1. Flow estimate shall be based on daily discharge activities to outfall. Duration and flowrate
of discharge should be noted in log book and supported flows reported on DMR.
2. TRC Total Residual Chlorine compliance is required for chlorine or chlorine derivative
used for disinfection. The Division shall consider all effluent TRC values reported below
50 ug/l to be in compliance with the permit. However, the Permittee shall continue to
record and submit all values reported by a North Carolina certified laboratory (including
field certified), even if these values fall below 50 ug/l.
b. All samples collected should be from a representative discharge event.
c. There shall be no discharge of floating solids or visible foam in other trace amounts.

BACKGROUND
The Eastern Wayne Sanitary District operates an aeration/greensand filter drinking water
treatment facility at its Water Treatment Plant #3 that serves the surrounding community. The
potable water design is 0.9 MGD with a maximum, monthly average backwash wastewater
flowrate of 0.033 MGD. Historically all the wastewater has been stored and recycled, and not
discharged. As a backup, the plant maintains a pump so it can if necessary transfer wastewater
approximately 0.7 miles and discharge to an unnamed tributary to the Neuse river, a class C ,
NSW water in the Neuse River Basin in Lenoir County.
HISTORY
2008 — Renewal issued. Changes to permit: Settleable solids and turbidity requirements
removed; flow and TRC limits added, and monitoring frequencies adjusted; total iron
monitoring frequency reduced; pH monitoring and limits added; fluoride, total
manganese,nitrite/nitrate nitrogen,TKN,TN, and TP monitoring added.
2013 — Permittee provided additional information as requested.
PROCESS/TREATMENT
Aerated well water is pre-treated with potassium permanganate and then flows to three parallel
greensand filters (iron removal). The filtered water is further treated with corrosion inhibitor
(polyphosphate), chlorine, fluoride, and ammonia before entering the main drinking water
distribution network. The drinking water network provides the water for backwashing and
rinsing the greensand filters. There is a dechlorination chemical feed system that treats the
returned drinking water prior to use for backwash/rinse of the greensand filters.
The greensand filters backwash/rinse waste stream accumulates in a holding basin where solids
are collected. The wastewater from the holding basin than can either be mixed with the incoming

raw water to a maximum 10%by volume or be pumped to the NPDES outfall. As solids build up .
in the holding tank they can be removed for disposal. However, to date this facility has not
accumulated sufficient solids to warrant disposal and the holding basin continues to store the
collected solids. There is a contingency plan in place to follow regulatory requirements for
proper disposal of the solids.
COMPLIANCE
No discharges to the NPDES outfall have occurred as a result of being able to mix all of the
wastewater with the incoming raw water. No fines or enforcement have occurred.
PERMITTING STRATEGY
There is no DMR data to review. Compared permit to current WTP Strategies for Greensand
Filters and Neuse River Basin rules. The following changes will be made:
1) Flow limit will be removed but monitoring will continue. Footnote amended to require
support data for flow estimate be maintained in log book.
2) Fluoride,total manganese,and total iron monitoring will be reduced to quarterly.
3) Turbidity monthly monitoring will be added. Per US EPA memo.
4) Supplement to Cover Sheet narrative will be amended.
*ADDENDUM FOR NUTRIENT MONITORING
It was determined after the draft had been issued, that this facility will not be required to monitor
for TN or TP. Per 15A NCAC 02B .0500 a design flow less than 50,000 gpm is not required to
monitor nutrients. The final permit will be issued with this change.
SUMMARY OF PROPOSED CHANGES
In keeping with Division policies the following will be incorporated into the permit:
• Flow limit will be removed.
• Fluoride,total manganese, and total iron monitoring will be reduced to quarterly.
• Turbidity monitoring will be added.
• Supplement to Cover Sheet narrative will be amended.
• *Nutrient monitoring will be removed in final permit.

This is in response to your questions of Steve Hamilton.
1. The three greensand filters are each 10'in diameter.
2. The waste structure consists of two baffled tanks.With a 6'water level,each tank holds 47,695 gallons for a
total of 97,390 gallons.
3. The reject flow is 11,000 gallons per filter per backwash,or a total of 33,000 gallons per day if you backwash
each filter once each day.The waste structure is large enough to easily handle this load.

We are finalizing the draft for Rockford Church Road WTP renewal but I need some additional information.
1) What is the diameter of the greensand filters?
2) What is the capacity(gallons or cult)of the sedimentation basin?
3) On your application line item "11. Backwash or reject flow"you listed 0.01 MGD.The existing permit lists 0.033
MGD.We will be removing the permitted flow limit from the permit(currently WTP in the state do not have a
permitted flow limit)and will continue to require flow monitoring upon discharge. For documentation purposes
I need to know the design wastewater flow, if 0.01 MGD is correct please confirm. If not correct please provide
the correct number.

Sludge Management Plan for WTP#3—301 Rockford Church Road
Sludge produced at this WTP is periodically pumped and hauled by companies
permitted by the Land Application Unit to dispose of this type of sludge. The sludge is
transported to land that has been permitted for this purpose and is land applied. The
last time sludge was removed from this WTP was in 2008. The company doing the
removal at that time was Granville Farms, Inc. in Oxford, NC. We understand that they
are permitted by the Land Application Unit. When we need to dispose of sludge again,
a properly permitted company will be selected to handle the disposal.
