Dear Mr. Neville:
The Division received your application for a wastewater discharge permit on January 15, 2004.
Division personnel have reviewed and approved your application. Accordingly, we are forwarding the
attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated May 2004, and as subsequently amended.
A Total Residual Chlorine (TRC) limit has been added to this permit. Because you may need time to
make modifications to your plant in order to comply with this new condition, the TRC limit will not take effect
until June 1, 2006. In addition, the Aluminum monitoring requirement has been removed from this permit.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty(30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings,
Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision
shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resource9, the Coastal Area
Management Act or any other Federal or Local governmental permit that may be r&quired.

to receiving waters designated as an unnamed tributary to First Swamp in the
Lumber River Basin
in accordance with effluent limits, monitoring requirements, and other conditions
set forth in Parts I, II, III and IV hereof.
This permit shall become effective January 1, 2005.
This permit and authorization to discharge shall expire at midnight on August 31, 2009.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES permits issued to this facility, whether for operation or discharge are hereby
revoked. M of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under
the permit conditions, requirements, terms, and provisions included herein.
The Robeson County Water Department is hereby authorized to:
1. Discharge filter backwash water from a well-water treatment facility. This facility
is located at the Raemon Well Treatement Facility on NCSR 1170 (O'Quinn Road)
near Raemon in Robeson County.
2. Discharge from said treatment works at the location specified on the attached
map into an unnamed tributary to First Swamp, classified C-Swamp waters in
the Lumber River Basin.

Footnotes:
1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream.
2. Total Residual Chlorine limit takes effect June 1, 2006. Until the limit becomes effective, the permittee shall
monitor Total Residual Chlorine (with no effluent limit).
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

This is a request to remove Aluminum as a monitoring requirement on our new permit. Robeson
County uses groundwater as a raw water source. We use Chlorine, Caustic Soda, Fluoride,and
Phosphate for our process.No Aluminum Sulfate or any other coagulant is used. We have been
monitoring for Aluminum under the requirements of the current permit and none has been
detected. Your assistance in this matter will be greatly appreciated. Please contact me at

SLUDGE MANAGEMENT PLAN

Raemon WTP
Filter backwash water flows to a sludge tank where solids settle to the bottom and clear
water is decanted to discharge. Solids are removed and disposed of at the Robeson
County Landfill. Solids are removed every two months.
