A site visit on September 4, 2007 by Pat C. Durrett of the North Carolina Division of Water Quality indicated several noncompliance items within the two wet detention ponds at the referenced site. Specific non -compliant items stated in the September 10, 2007 Notice of Inspection -NON-COMPLIANCE STATUS include: 1. No signed copy of the Engineers certification is available in the files. 2. All slopes are not grassed with permanent vegetation. 3. Excessive erosion has resulted in the side slopes of the stormwater ponds to be steeper than 3:1. 4. The stormwater ponds are excessively overgrown with weeds. 5. Heavy sediment is evident in the forebay and deep pools of the stormwater ponds. 6. The berm between the forebay and deep pool of each stormwater pond has been eroded through. 7. The ponds appear to have been used as a trash dump. 8. The outlet pipe of eastern stormwater pond has been covered with sediment. 9. The inlet and outlet structure of the western pond could not be found due to excessive vegetative growth. 10. Car or truck parts have been stored on the embankment of the western pond. 11. Maintenance records were not available for inspection. 12. The stormwater permit no. SW8 970724 expires on 9/12/07 and no renewal request has bee received to date. Celebrating 20 Years j iviviucatlinasa.cant Engineering Excellence In response to the condition of the two stormwater ponds, Retention Pond Services, Inc. was hired by Seeco Properties, LLC to restore each pond to the original permitted specifications. Restoration activities included: 1. Removal of all trash, automotive parts and excessive vegetative growth from each pond. 2. Excavated excessive soil within the forebays and deep pools of each pond. 3. Removed sediment and debris from the inlet and outlet structures of each pond. 4. Reconstructed the forebays within each pond and reinforced with rip rap for stabilization. 5. Re -graded the embankments of each pond to 3:1 slopes where possible. 6. Re -vegetated the embankments of each pond with HydroSeed and sod. Based on a review of the original approved specifications and the work conducted by Retention Pond Services, Inc., it appears that the two wet detention ponds have generally been restored to the original permitted conditions. The additional items to bring the subject property into compliance status have been included with this submittal package. The report summarizes the findings of a recent inspection of the project's stormwater controls conducted on 9/4/2007 to determine compliance with Stormwater Permit Number SW8 970724 issued on 9/12/1997. The required actions that are necessary to bring this site into compliance are noted under the Comments section of the report. Maintenance records are available for inspection: ❑ ® 11 0 COMMENTS: (each NO answer should have a comment) During the inspection the following items were noted and require immediate attention: East Pond 1 A signed copy of the Engineer's certification is not in the files as required This should be provided at once 2 The pond is overgrown with weeds Due to the extremely dry conditions the entire pond could be seen and the condition is very poor. Excessive erosion has taken place and the berm between the forebav and main pond has eroded through. 3. Heavy sediment is evident in the forebav as well as excessive weed growth. 4 It appears that the pond has been used as a trash dump. 5. The outlet pipe has been covered with sediment. 6 This pond should be cleaned out mowed and returned to approved specifications. West Pond 1 This pond is overgrown with weeds and appears to have eroded so that you cannot determine where the forebav is or the main pond. 2. Car or truck parts have been stored on the embankment 3 Due to excessive weed growth neither the inlet or outlet structure could be found. 4 This pond also should be cleaned out mowed and returned to original approved design Maintenance records were not available for inspection. This permit expires on 9/12/07 and no renewal request has been received to date.
