Wooten Corporation Following please find a response to your letter dated, April 8, 2014 concerning the inspection of our concrete site located at the Burton Industrial Park. 1. The Engineering Certification: a. Shots have been taken of the entire site with the exception of the pond. Due to elevated water levels shots could not be taken. Therefore, weather permitting; the remainder of the shots is scheduled to be taken on Tuesday, May 6, 2014. 1 trust certification will follow shortly after. 2. BMP 41: a. This area has been repaired by placing riprap and new grass seed will be established. This should eliminate the outlet from eroding downstream. b. Future action: this area will be monitored on a weekly basis and after a rain event to determine if this concern has been resolved before further action is taken. I have attached a photo of this area for your convenience. 3. BMP # 2: a. Discarding washout water in the area has stopped. This area has been cleaned and concrete removed. b. Action taken: The actions that caused this problem has been addressed and corrected. Continued, Burton Industrial Park It's important to mention that it is not S.T. Woolen's policy to wash out trucks. We use a product that stops the setting of concrete. The Delvo mixture remains in the truck and concrete is loaded on this mix. Therefore, it is not necessary to modify the permit to allow for a washout since this matter has been corrected. I have attached a photo of this area for your convenience. BMP #1 has erosion downstream of the outlet structure. This area needs to be stabilized with additional 6h k'7N) riprap and/or groundcover. The discharge should sheet flow across the grass; not be channelized. A scour hole and/or a level spreader may be needed. 3. Concrete truck drum washout area was not located per the plans, causing the wash water to drain to BMP #1 and BMP #2 instead of draining solely to BMP #1 as designed and permitted. In order to correct this situation, the washout area should be moved to where it is located entirely within drainage area #1. Alternately, the permit may be modified so that the wash water can be sent to BMP #2 in addition to BMP #1. In this case, engineer certified calculations would be required to show that BMP #2 can handle the wash water volume. Please inform this Office in writing before May 8, 2014, of the specific actions that will be undertaken and the time frame that will be required to correct the deficiencies. Failure to provide the requested information, or to respond to this letter by the due date, may initiate enforcement action including the assessment of civil penalties of up to $25,000 per day. If a written plan of action is not submitted to this office by May 8, 2014 then DEMLR staff will re- inspect the site and issue a Notice of Violation if the listed deficiencies have not been addressed.
