Preliminary Stormwater Calculations Summary
This project consists of construction of a 24,000 sf flex space on Carolina Beach Road in
Wilmington, NC. The site is approximately 2.62 acres, consisting of wooded vegetation.
The site was recently rezoned to CB.
The site is currently undeveloped, consisting of grass and wooded vegetation. Original
designs for the site included grass swales leading to a dry detention pond. However, after
an initial meeting with NCDENR, the dry pond has been upgraded to a wet pond, which
in combination with the grass swales achieves the required 90% TSS removal.
Per City of Wilmington stormwater requirements, the Developer is required to achieve
the following: 10-year stormwater detention; detain first inch of runoff for 2-5 day
period; and safely pass the 50-year storm.
The following calculations illustrate that the pond meets both City of Wilmington and
NCDENR stormwater requirements.

Subject: Request for Additional Information
Stormwater Project No. SWS 060631
Sunnyvale Business Park
New Hanover County
Dear Mr. Vincent:
The Wilmington Regional Office received a Stormwater Management Permit Application for
Sunnyvale Business Park on June 20, 2006, and a resubmitted application on July 24, 2006,
for a scheduled review on August 31, 2006. A preliminary review of that information has
determined that the application is not complete. The following information is needed to
continue the stormwater review:
1. <Arspreviously requested, please clarify the amount of impervious area proposed for the
ject. The impervious areas listed on Section III (6) of the application in the lower
table (buildings, parking, sidewalks...) do not total the 75,552 sf of BUA listed in the top
/of'the table.
s previously requested, please provide a drainage area map for the project. A marked
< /copy of the Drawing #C100 or #C140 will suffice.
V3! Please provide symbols for proposed and existing lines, structures, etc. on Drawings
ttt" #C100 and #C140. _ p
4. j Please clarify the invert elevation for the 10.5" opening in the 1 all on Drawing
#C140. The drawing lists 32.4', but it appears that it should b 33.28" f the intent is to
draw down above the 1" storm elevation.
5. As previously requested, please redesign the pond as follows: (a) the forebay needs to
be 20% + 2% of the total basin volume (main bay plus forebay) at the permanent pool
elevation. (It appears that the submitted, revised 20% calculation was based on the
total basin volume at elevation 36.0' (top), not the PP at 32.5"); (b) a surface area at
32.5' of 7795 sq ft instead of 7609 sq ft per the stage storage tables was used in the
calculations; and (c) the provided temporary pool volume (6034 cu ft per interpolation of
the stage storage tables) is undersized compared to the required volume of 6139 cu ft.
Please note that this request for additional information is in response to a partial, preliminary
review. The requested information should be received by this Office prior to September 27,
2006, or the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee.

State Stormwater Permit Resubmittal
Dear Mr. Gordon:
This letter is in response to comments received from the previous Construction Drawing submittal for
state stormwater approval of the above referenced project. The following revisions have been made to
the plans based on comments received:
1) Documentation is attached from the Secretary of State verifying the Manager of Tri-Coast
Properties, LLC.
1/2} Latitude and longitude has been added to page 1 of the application.---
\ ) The impervious area has been corrected in the calculations\ heLsf amount shown on
Sheet C100 is accurate.
4 In lie modifying the pond design to accommodate any potential off -site drainage from
C(! P C , I oNeach Road, we have added a yard inlet to an existing pipe which drains to the storm
stem in Carolina Beach Road. This yard inlet will catch any off -site roadway drainage and
A Ul' ' route it around our site detention pond. A diversion berm has also b n added to direct adjacent
off- ite drainage around the site. ( G I
; 5) isting wetlands have been added to Sheet and Sheet C 0. he rea is less than
pproximate
res and does not require any notification to or approval by -the Corp-'
6) dimensions of the permanent pool have been added to Sheet C140, with the total
surface area square footage labeled.
V4 7) T e 90% TSS removal chart has been used in lieu of the vegetated filter / 85% TSS scenario.
e fhe retaining wall has been relocated per your comment.
9)he concrete flume has been extended to tie into the pond retaining w eliminating the sheet
flow over the wall previously designed.
96 0)The forebay size has been revised and is now approximat y 18% the total basin volume,
ich is an acceptable value.
)The pond has been re -designed to avoid short-circuiting.
XI The drawdown has been revised and will drain in the required 2-5 day period.
3) Note #6 under "General Grading & Drainage Notes" on Sheet C140 requires a pump to be stored
on site for maintenance.
14 The pond cross section has been revised to show the vegetated shelf on both sides of the main
bay.

05) The riser and trash rack have been removed from the plans.
✓1'(6LThe riser and trash rack have been removed from the plans.
LX) We have allowed for 0.25' of sediment buildup in the permanent pool calculations.
18)Note 45 under "General Grading & Drainage Notes" on Sheet C140 requires that all roof drains
tiento the permitted stormwater detention pond.
, Otlands plantings have been revised on Sheet C110.
etlands plantings have been revised on Sheet C1 10.
21) The surface area calculation has been revised.
22) The volume of the temporary pool above the permanent pool is 6,098 cf, which equates to an
elevation of 32.70'. No other outlet devices have inverts below this value, ensuring that the 1 '/2"
orifice designed for will function properly in detaining the first inch of runoff.
23) The temporary pool storage volume has been re -calculated using Schueler's method.
As discussed previously we requested and were granted an extension beyond the stated 7/10/06
resubmittal date in your letter of 6/23/06, so this submittal should not be returned as incomplete. I feel
that all comments have been addressed sufficiently and ask that this project be approved as soon as
possible. Please call with any questions.

Mr. Steve Niemeyer
Tri-Coast Propoerties, LLC
107 Stokely Drive, Suite 102
Wilmington, NC 28403
Subject: Request for Additional Information
Stormwater Project No. SW8 060631
Sunnyvale Business Park
New Hanover County
Dear Mr. Niemeyer:
Michael F. Easley, Govemor
William G. Ross Jr., Secretary
North Carolina Department of Environment and Natural Resources
Alan W. Klimek, P.E. Director
Division of Water Quality
The Wilmington Regional Office received a Stormwater Management Permit Application for
Sunnyvale Business Park on June 20, 2006. A preliminary review of that information has
determined that the application is not complete. The following information is needed to
continue the stormwater review:
Please provide documentation that Mr. Niemeyer is the Manager of Tri-Coast
properties, LLC.
Please provide a latitude and longitude for the project on page 1 of the application.
Please clarify the amount of impervious area proposed for the project. The impervious
areas listed on section III (6) of the application (buildings, parking, sidewalks...) do not
total the 75,552 sf of BUA listed. The amount of BUA used in the calcs does not match
the application.
Please provide a drainage area map for the project. The contour information provided
appears to indicate that some runoff from Carolina Beach Road may enter the site. The
pond must be sized to accommodate the entire drainage area draining to the BMP.
Please add a note indicating there are nometlands present on site. Please show all
wetland boundaries if they do exist.
Please provide dimensions of the permanent pool boundary. If it is irregular, provide
approximate dimensions and call out the square feet.
The pretreatment swale/filter configuration provided does not meet the vegetated filter
standard. 30 ft of sheet flow filter must be provided for all runoff entering (or exiting) the
basin. Please redesign the filter mechanism or utilize the 90% TSS removal chart when
sizing the permanent pool of the pond.
8. Please relocate the retaining wall of the pond. Stormwater regulations require
sideslopes of the pond to be vegetated and no steeper than 3:1 (above permanent
pool). If a retaining wall is proposed, the bottom must be at or above the elevation of
the 1" storage volume.

9. Please provide a mechanism to transport runoff into the pond. Please avoid sheet
flowing the runoff over the retaining wall into the forebay.
10. The forebay of the basin is too large. It should be about 20% of the total basin volume,
calculated below permanent pool. According to the figures provided, the forebay is
almost 80% of the total basin volume.
11. Please design the pond to avoid short-circuiting. The overall pond well exceeds the
required 3:1 length/width ratio; however, several curb -cut outlets are located very near
the forebay wall and the outlet structure.
12, The proposed pond configuration will not draw down. The 1" (drawdown) orifice is set
at elevation 31.0. The outlet pipe (from the riser) is set at 32.4. The outlet pipe will be
the controlling elevation. Please address this issue.
13. Please provide a mechanism to drain the permanent pool for maintenance or in an
emergency (typically a portable pump is specified).
14. Please show the vegetated shelf on both sides of the main bay on the detention pond
cross-section.
15. Please specify a maximum opening size of 4" on the trash rack.
16. The top of riser is not consistent between the trash rack detail and the other details.
17. The pond must maintain at least a 3 ft design depth. The sediment removal depths and
elevations listed on the supplement must be adjusted to maintain a 3 ft design depth.
On a pond that is designed at 3ft deep, there is no sediment storage volume allowed
and maintaining compliance requires very frequent sediment removal. Please consider
increasing the permanent pool depth to allow for at least some sediment storage.
18. Please add a note to the plans indicating all roof drains will be directed to the permitted
stormwater detention pond.
19. Please remove weeping lovegrass from the vegetation specifications. It is not
appropriate for use in NC.
20. Please make sure all plant species specified for the aquatic shelf are suitable to be
permanently submerged.
21. Please note the surface area required for the pond may include the forebay. It appears
the SA/DA ratio was calculated using the main bay only (2899 sf).
22. It does not appear that the 16,877 cf temporary pool volume listed on the supplement is
provided at the temporary pool elevation specified.
23. The SCS method of determining the 2076 cf temporary storage volume is not typically
permitted. A more conservative method of determining the required storage volume is
necessary. Schueler's "simple method" is typically used and is outlined in the NC BMP
manual.
Additional fees, not to exceed 50% of the original permit application fee, may be
charged for subsequent reviews due to the insufficiency of a permit application, as
specified by Section 11 AA of S.L. 2003-284.

Because the application has significant permitting issues/deficiencies, a
resubmittal fee of $1,000 will be required in order for this project to remain in the
express program.
Please note that this request for additional information is in response to a partial, preliminary
review. The requested information should be received by this Office prior to July 10, 2006, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The
request must indicate the date by which you expect to submit the required information.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any original
documents that need to be revised have been sent to the engineer or agent. All original
documents must be returned or new originals must be provided. Copies are not acceptable. If
you have any questions concerning this matter please feel free to call me at (910) 796-7303.

Cameron,
Please find attached an express review form for state stormwater in addition to a pdf of the vicinity map.
As for a narrative:
Sunnyvale Business Park is located on the western side of Carolina Beach Road, just north of Sunnyvale Drive in
Wilmington, NC. The planned development consists of three office buildings totaling 24,000 sf with associated
parking and stormwater devices (water quality swales, dry detention pond). Plans are currently under review by
the City of Wilmington as well as New Hanover County, with approvals expected in the very near future.
When could we get together to discuss this project and get on the schedule? I also have 1-2 others that I'm
working on that we could discuss at the same time (forms to follow). Thanks.
