ROSEWOOD MITIGATION BANK PARCEL- Goldsboro, NC
The Rosewood Mitigation Bank Parcel (Parcel) is in Wayne County approximately 6 miles west of the City
of Goldsboro. The Parcel was restored to provide ecological and water quality enhancements to the
Neuse River Basin by restoring the riparian buffer along UT to Charles Branch, three unnamed tributaries
(UT1, UT2, and UT3), and three ditches (D1, D2, and D3). Buffer widths within the Parcel extend up to
200 feet from the tops of banks of all project features. Prior to mitigation activities, the Parcel was used
to produce row crops. Tables 1 and 2 contain project overview and credit applicability information.

Approximately 47.13 acres have been protected under the conservation easement. The mitigation
activity for 41.92 acres was riparian restoration, of which 16.47 acres are proposed for buffer mitigation
credit, while 25.46 acres are proposed for nutrient offset credit. The Buffer Interpretation /Clarification
Memo #2008-019 applies to Ditches D2, D4, D5, and D6 where maintenance of diffuse flow onsite is
unattainable, therefore a total of 0.25 acres have been removed from the creditable area at the top of
Ditches D2, D4, D5, and D6. Other areas within the conservation easement where no credit is claimed
include areas which are over 200 feet from top of bank and the project feature channels.
The land use within 200 feet from top of bank of the project features had been maintained and cleared
for row crop cultivation prior to restoration activities; therefore, soil disturbance during project planting
was minimal. Grading was done on various portions of UT to Charles Branch downstream of the culvert
replacement and within all culvert removal and replacement areas. A small erosion area on the left bank
of UT to Charles Branch in between veg plot 9 and 34 was stabilized by installing rolled matting to
diffuse overland flow, and riprap around the top of bank. The main culvert on UT to Charles Branch was
replaced, and culverts along UT1, D1, and D2 were removed. In areas where grading occurred, two rows
of live stakes were planted along each bank. Additionally, areas with deficient herbaceous cover will be
seeded in April 2023 with a combination of warm season cover crops and permanent species seed mix.
Bare root trees were planted using a dibble bar at a spacing of 7 feet by 12 feet, which resulted in a
stem density of 492 stems per acre. Table 3 includes a list of tree and species planted along with their
density and composition at planting. Shrubs were planted within a portion of the utility easement along
UT to Charles Branch. Table 4 includes a list of shrubs species planted along with associated densities
and compositions.

Easement boundaries have been identified in the field to ensure clear distinction between the Parcel
and adjacent properties. Boundaries are identified by 6 foot "t-posts" with attached easement placards.
Signage along Parcel boundaries has been placed at approximately 100-foot intervals.
