' PROJECT INFORMATION Project No: BP4-R011 County: Johnston WBS No: BP4.R011.1 Document: Federal CE Federal Aid No: na Funding: ® State ❑ Federal Federal Permit Required? ® Yes ❑ No Permit Type: USACE Project Description: The North Carolina Department of Transportation Division 4 intends to replace the pipe on SR 1007, Brogden Road, over Bawdy Creek. No preliminary drawing or study area was provided with the request for archaeological screening. Nevertheless, the project length has been described as A mile in length (528 feet) and is anticipated to require an 80-foot right of way(ROW). An area of potential effects (APE) for the archaeological review was established based on these dimensions and centered on the pipe location. Thus, the APE is estimated to encompass 1 acre (slightly more than .4 hectare). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A review of archaeological site locations and shapefiles maintained by the North Carolina Office of State Archaeology (OSA) was conducted on March 10, 2021. No previously identified archaeological resources are recorded within the proposed APE,nor have any been recorded within a .5-mile radius of the proposed project. Two known historic properties fall within the same .5- mile radius of the proposed APE: the Atkinson-Creech House (JT0725) and the National Register of Historic Places-listed Shiloh Primitive Baptist Church (JT0948). Additionally, the Shiloh Church Cemetery is located to the north of the historic property. An examination of the United States Department of Agriculture, Natural Resources Conservation Service (MRCS) Web Soil Survey (hgps://websoilsurvey.sc.egov.usda. og v/App/HomePage. ) reveals the following soil types within the proposed APE: Altavista fine sandy loam,0 to 2 percent slopes, occasionally flooded (AaA); and Bibb sandy loam, 0 to 2 percent slopes, occasionally flooded(Bb). (This project falls within a North Carolina County in which the following federally recognized tribes have expressed an interest: Catawba Indian Nation and Tuscarora Nation. We recommend that you ensure that this documentation is forwarded to these tribes using the process described in the current NCDOT Tribal Protocol and PA Procedures Manual.) Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Current ROW adjacent the extant bridge is 60 feet wide. Thus, the proposed project includes an expansion of ROW by ten feet on each side of SR 1007. Based on soil mapping at this location (and supported by topographic mapping and aerial photography)this area appears to be dominated 2020 PROGRAMMATIC AGREEMENT ARCHAEOLOGY TEAM"NO ARCHAEOLOGICAL SUR VEYREQUIRED"FORM 1 of 3 Project Tracking No. 21-02-0003 by frequently flooded land that is unlikely to possess significant archaeological resources. While there are known historic properties to the west and east of the proposed project (but well outside the proposed APE), neither of these resources is expected to have associated material or features that extend into the wetlands adjacent Bawdy Creek. No further archaeological investigations are required for the project as currently defined. Should the project area expand outside the current APE, further consultation will be necessary. The current undertaking is considered to be compliant with Section 106 of the National Historic Preservation Act and North Carolina General Statute 121-12(a). In the very unlikely event that historic or archaeological remains be encountered during the course of the project completion, all earth-disturbing activities should cease in the associated area immediately and the NCDOT Archaeology Team should be contacted immediately.
