TEMPORARY OR INTERMEDIATE SEEDING, MULCHING, MATTING, OR OTHER SURFACE STABILIZATION MEASURES WILL BE PLACED ON DISTURBED AREAS FOLLOWING INITIAL SOIL DISTURBANCE. PRIOR TO SEEDING, ALL SURFACES SHALL BE SCARIFIED TO A DEPTH OF FOUR TO SIX INCHES TO ENHANCE SEED GERMINATION AND HELP IMPEDE STORMWATER RUNOFF. SEEDING MIXTURES WILL BE TAILORED TO SITE - SPECIFIC CONDITIONS, STEEPNESS OF SLOPES, CLIMATE, LOCATION, AND ELEVATION. TYPICAL SEEDING GUIDELINES ARE AS FOLLOWS: CREEPING RED FESCUE 75 LB /ACRE RED CLOVER 50 LB /ACRE RYE GRAIN 40 LB /ACRE IN THE ABSENCE OF SOIL TESTS, FERTILIZER AND LIME WILL GENERALLY BE APPLIED AT THE FOLLOWING RATES: 10 -10 -10 FERTILIZER 500 LB /ACRE GROUND AGRICULTURAL LIMESTONE 2000 LB /ACRE LIQUID LIME OR ALTERNATIVE FERTILIZERS MAY BE SUBSTITUTED IN VARIOUS SITUATIONS. MULCH OR MATTING SHALL BE APPLIED TO ALL SEEDED AREAS TO AID IN THE ESTABLISHMENT OF VEGETATION AND HELP IMPEDE EROSION. VEGETATIVE MULCH, TYPICALLY WHEAT OR OAT STRAW, SHALL BE APPLIED AT THE RATE OF 3,000 TO 4,000 LBS /ACRE. NOTE: PROVISIONS SHALL INCLUDE TEMPORARY OR PERMANENT STABILIZATION (WITH GROUND COVER) OF ALL PERIMETER DIKES, SWALES, DITCHES, AND PERIMETER SLOPES STEEPER THAN 3:1 (HORIZONTAL TO VERTICAL) WITHIN 7 DAYS FOLLOWING THE LAST LAND - DISTURBING ACTIVITY. ALL OTHER DISTURBED AREAS SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION (WITH GROUND COVER) WITHIN 14 DAYS FOLLOWING THE LAST LAND - DISTURBING ACTIVITY. PROPOSED CONSTRUCTION SEQUENCE: 1. OBTAIN SEDIMENT AND EROSION CONTROL PERMIT FROM NC DENR. NOTE: IMPORT FILL WILL BE REQUIRED TO CONSTRUCT THE SUBSTATION AND RECYCLING CENTER FACILITIES. HOWEVER, A BORROW SITE HAS NOT YET BEEN ACQUIRED. ONCE THE BORROW SITE HAS BEEN IDENTIFIED, A REVISE SEDIMENT AND EROSION CONTROL PLAN SHALL BE SUBMITTED TO NC DENR FOR APPROVAL. 2. INSTALL CONSTRUCTION ENTRANCE FOR ACCESS TO THE SITE. 3. INSTALL ASSOCIATED EROSION CONTROL MEASURES FOR CONSTRUCTION OF THE NEW RIP RAP SWALE. NOTE: RIP RAP SWALE MUST BE CONSTRUCTED ENTIRELY IN "DRY" CONDITIONS BEFORE RE- CHANNELLING STORMWATER FLOW FROM THE EXISTING DRAINAGE SWALE. 4. INSTALL ACCESS DRIVE CULVERT AND ASSOCIATED EROSION CONTROL MEASURES. UPON COMPLETION, STORMWATER FLOW MAY BE RE- DIRECTED FROM THE EXISTING SWALE /CHANNELTO NEW RIP RAP CHANNEL. OLD STORMWATER SWALE SHALL BE REMOVED (FILLED) AT THIS POINT. 5. INSTALL EROSION CONTROL MEASURES AT THE INLET OF NEW CULVERT AND BEGIN CONSTRUCTION OF THE DIVERSION SWALE ALONG THE SOUTHERN PERIMETER OF THE CONSTRUCTION SITE. 6. COMPLETE GRADING OF THE DIVERSION SWALE, AND FERTILIZE, SEED AND MAT (WITH EROSION CONTROL FABRIC) THE SWALE AS SOON AS POSSIBLE. NOTE: THE INTENT IS TO CAPTURE ALL STORMWATER FLOW UPSLOPE FROM THE CONSTRUCTION SITE (FROM GOLF COURSE AREA) AND DIRECT IT THROUGH THE CONSTRUCTION SITE CLEANLY VIA THE NEW CULVERT, RIP RAP 7 CHANNEL AND DIVERSION SWALE. 8. INSTALL REMAINING EROSION CONTROL MEASURES FOR GRADING /SITE DEVELOPMENT OF THE SUBSTATION PAD AND RECYCLING CENTER LOT. 9. CLEAR AND GRUB THE SUBSTATION PAD AND THE RECYCLING CENTER LOT. 10. INSTALL SUB - SURFACE SYSTEM /SYSTEMS (AS NEEDED) FOR POSSIBLE SEEPAGE FROM SPRING HEADS. 11. BEGIN CONSTRUCTION OF THE SUBSTATION RETAINING WALL AND FILL OPERATIONS FOR CONSTRUCTION OF THE SUBSTATION AND RECYCLING CENTER PADS. 12. COMPLETE RETAINING WALL AND SUBSTATION /RECYCLING CENTER GRADING. 13. COMPLETE CONSTRUCTION OF SUBSTATION ACCESS DRIVE (GRAVEL PAVING). 14. FERTILIZE, SEED AND MULCH ALL DISTURBED AREAS. 15. The Contractor shall BE RESPONSIBLE FOR OBTAINING /TRANSPORTING /PLACEMENT OF ALL IMPORT FILL NECESSARY TO GRADE /CONSTRUCT the substation AND RECYCLING CENTER FACILITIES TO THE INDICATED ELEVATIONS and contours. NOTE: INDICATED ELEVATIONS REFLECT "FINISHED GRADE" ELEVATIONS FOR GRADING /SITE DEVELOPMENT. THE RECYCLING CENTER SHALL BE GRAVEL PAVED UPON COMPLETION (6" COMPACTED "ABC STONE), THUS, THE CONTRACTOR MUST DEDUCT FILL MATERIAL FOR SUCH GRAVELLING. 9. ANY /ALL PROVIDED CUT /FILL VOLUMES ARE INTENDED TO SERVE AS AN ESTIMATE ONLY. THE CONTRACTOR SHALL PERFORM HIS OWN CALCULATIONS TO DETERMINE ACTUAL CUT /FILL VOLUMES FOR GRADING /CONSTRUCTION AND COST ESTIMATING. 10. ALL GRADING SHALL BE PERFORMED SO AS TO MAINTAIN POSITIVE DRAINAGE AT THE SITE AT ALL TIMES, BLENDING /SMOOTHING CUT /FILLS TO EXISTING CONTOURS. THE CONTRACTOR SHALL AVOID ANY STRIPPING /CLEARING /GRADING OUTSIDE THE INDICATED LIMITS, AS CLEARING OF EXISTING VEGETATION IS STRICKLY ENFORCED VIA PERMITTING. 11. ALL SITE DEVELOPMENT GRADING AND CONSTRUCTION SHALL BE PERFORMED IN ACCORDANCE WITH LOCAL AND STATE REGULATIONS AND STANDARDS. 12. ALL FILL MATERIAL SHALL BE PLACED IN LIFTS NO GREATER THAN 8 INCHES (UNCOMPACTED THICKNESS) AND CONSTRUCTED TO THE ELEVATIONS INDICATED ON THE CONSTRUCTION PLANS. FILL MATERIAL SHALL BE COMPACTED TO THE DENSITY OF NATURAL AND UNDISTURBED SOILS TO APPROXIMATELY 95% OF MAXIMUM DENSITY, IN ACCORDANCE WITH ASTM D698. PROPER CARE SHALL BE GIVEN TO OPTIMUM MOISTURE CONTENT OF THE FILL MATERIAL AS COMPACTION IS BEING PERFORMED. 13. UPON COMPLETION OF SITE GRADING ACTITIES, THE RETAINING WALL SHALL BE COMPLETE AND THE SUBSTATION PAD SHALL BE GRADED SMOOTH, COMPACTED AND SLOPED TO PREVENT WATER PONDING. 14. THE CONTRACTOR SHALL SUSPEND GRADING OPERATIONS WHEN CLIMATIC CONDITIONS DO NOT ALLOW FOR WORK TO BE PERFORMED SAFELY, PREVENT ADEQUATE PLACEMENT /COMPLACEMENT OF SOIL, OR IF CONTINUED WORK CAUSES SITE DAMAGE. ALL WEATHER EXCEPTIONS SHALL BE DOCUMENTED BY THE CONTRACTOR. 15. THE CONTRACTOR SHALL BE RESPONSIBLE FOR SEEDING, FERTILIZING AND MULCHING ALL DISTURBED AREAS (NOT RECEIVING STONE) FOR STABILIZATION PER THE INDICATED SEEDING SPECIFICATIONS, UPON COMPLETING GRADING /CONSTRUCTION ACTIVITIES. ALL SLOPES SHALL BE "TRACKED" PRIOR TO SEEDING TO HELP PROVIDE SEED -BED SUPPORT. 16. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AT ALL TIMES TO HELP PREVENT EROSIVE CONDITIONS AND OFF -SITE SEDIMENTATION FROM DEVELOPING ON THE CONSTRUCTION SITE. THE CONTRACTOR SHALL INSTALL ALL SEDIMENT AND EROSION CONTROL MEASURES PER THE CONSTRUCTION PLANS AND MAINTAIN THESE MEASURES THROUGHOUT PROJECT CONSTRUCTION AND STABILIZATION. ADDITIONAL MEASURES COULD BE NEEDED TO HELP PREVENT EROSIVE CONDITIONS. SHOULD THIS SITUATION DEVELOP, THE CONTRACTOR SHALL CONTACT THE PROJECT ENGINEER FOR ASSISTANCE. 17. WHILE "ON SITE ", THE CONTRACTOR SHALL PERFORM ANY /ALL SITE INSPECTIONS FOR THE SITE, PER LOCAL, STATE AND /OR FEDERAL REGULATIONS. 18. ALL SEDIMENT AND EROSION CONTROL MEASURES SHALL BE INSPECTED AT LEAST ONCE EVERY 7 DAYS AND WITHIN 24 HOURS AFTER ANY SIGNIFICANT RAINFALL EVENT (1/2" OR GREATER).
