We believe that this covers all of the issues discussed during this meeting. However, in the event that we have left something out oryou have additional questions, please do not hesitate to contact me. 1. The Corps /DWR had requested a revised creek crossing typical showing rip -rap placed at least 6 -8" below the original stream bed and covered with native gravel and sand from the stream. Also should not be added above the ordinary high water. Attached is a revised cross- section Detail showing that rip rap will only be added below the Ordinary High Water Mark and banks will be re- sloped, matted and planted. 2. DWR /Corps reminded applicant that all culverts should be installed to meet the conditions of the permit (imbedded in the stream). The culverts have been sized and designed by WGLA Engineering. Attached is a new culvert installation detail for the culverts installation to be imbedded. 3. DWR asked for explanation about the impact for culvert 5. Can the applicant use or remove the existing culvert below this impact? The applicant has prepared the site plan that reduces and minimizes stream impacts by making use of 3 existing culverts Onsite. Despite their best efforts they are not able to use the existing culvert downstream of the proposed impact 5 and maintain the project layout. The parking lot is designed with two entrances /exits to improve traffic flow and safety. On the busiest days this is likely to be one way traffic. The existing culvert that is not being used is located at such an angle that it would negatively affect the radius of curvature for traffic, which has a negative impact on traffic flow and safety, especially for large buses. The existing culvert is also located in close proximity to the camp Welcome Depot. The camp Welcome Depot is centrally located in the center of camp property and is setback off the County Road in order to allow for traffic and safety as well. This project site plan has minimal impacts to streams and wetlands and done an outstanding job of using existing infrastructure to support the new development. The applicant is not removing the existing culverts located on -site as that mitigation activity is not required and beyond the scope of this project. 4. Impact 410 is an after - the -fact culvert replacement. DWR /Corps requested that the culvert be reinstalled to meet the aquatic life passage requirement. Culvert should be buried approximately 8 inches. Impact 10 was part of a culvert replacement. It is now CEC's understanding that the replaced culvert will be removed and the banks will be graded so that they match the existing upstream and downstream shape /grade. The banks will be matted and seeded per the attached detail. The culvert crossing allowed construction equipment access to the new grass field. Future access to the field is shown using a new road through upland areas as shown on the original Master plan (11x17) submitted with the application. S. DWR and the Corps requested clarification on Impact #8. Attached is a revised sheet detail (Sheet 6 of 7). The original detail showed 70 linear feet of temporary impact from utilities at 3 locations. The revised detail shows 2locations for temporary impact (SA and 88). The temporary impact for 8A is proposed at 20 linear feet) and the temporary impact for 8B which combines 2 of the previous impacts (1 gravity line and 1 pressure line) into one trench. The proposed temporary impact for 8B is 50 linear feet, However, the applicant is going to attempt to reduce this length during installation. 6. DWR AND WRC requested that the temporary impact for proposed Impact M9 (waterline crossing) be moved upstream in order to avoid two large trees located along the stream bank. The applicant has agreed to do this and this is shown on the revised figure, Sheet 7 of 7 (attached) 7. Corps and DWR asked about the location of the proposed wastewater treatment plant. The applicant chose this location for several reasons. It is less costly to locate the facility here because it allows for the use off more gravity lines. This in turn will be less expensive to operate and maintain over the course of the camp. Secondly, the location is more removed from the overall vicinity of the camp operations. Please note that the jurisdictional stream proposed for impact is located within and probably the result of the existing old road bed. B. DWR was concerned about the location of the proposed swim area. The applicant located the swim area at this location for best access and due the existing gentle. slope. The beach area is restricted by larger wetland area to the west and steeper topography to the east that would prevent easy and safe access by campers. The beach is impacting 0.02 acres of wetlands. 9. The Corps requested and updated Stream and Wetland Delineation Map (figure 6- stream #7). Kevin Mitchel submitted the revised JD map to David Brown on March 13, 2015. 10. DWR asked about the parking lot areas and stormwater. The seasonal camp has 2 gravel parking lot areas shown. Each of the parking areas is about 0.06 acres in size. There is no curb and gutter and the sheet flow is being directed into grass swales. It is CEC's opinion that due to the small size of the parking area and the use of sheet flow and grass ditches that this area meets the low density requirement and that no additional stormwater treatment /management is needed. I hope that this addresses all of the concerns raised in the onsite meeting.
