Mr. Terry Allen,
The Corps has received and reviewed your recently submitted Pre - Construction Notification (PCN) application and
supporting documents (February 5) forthe Bridge Replacement project on East Club House Rood at Cashie Branch in the
Balsam Mountain Preserve development in Balsam, Jackson County North Carolina. After review and evaluation of the
submitted documents the Corps is requestingthe following additional information in order for us to consider the
application to be complete.
1. Signed PCN application and a signed agent authorization letter.
2. Correct coordinates for the project location (coordinates provided are southeast of Lake Lure, NC).
3. Location map showing the project's location in relation to roads, streams, etc.
4. Are the proposed 47 linear feet (ft) of stream impacts the same for both Option 1 and Option 2?
5. The area of the proposed stream impacts needs to be clearly depicted on design drawings (figure S -2, etc.).
6. Project site meeting in order to help the Corps determine if the proposed work meets the term and conditions of the
requested use of Nationwide Permit (NWP) 13 - Bank Stabilization. Based the discussions at the site meeting, the Corps
will make a determination if the proposed project meets the terms and conditions of NWP 13 or may meet the terms
and conditions of another NWP. The Corps is requesting representatives from NCWRC and NCDENR -DWR to be present
at the meeting in order to gather input from these agencies on the proposed project.
The Corps has authorized impacts to streams at this development previously under two Individual Permits (Action IDs
2003 -30652 and 2007 - 02076). The authorized impacts totals were 1) 3,147.42 If associated with construction roads, golf
course, and other development facilities; 2) 2,694 If for stream restoration /enhancement; 3) 569 If for enhancement of
permitted culverts, and 4) 1,501 If for culvert removal /restoration.
Once the Corps receives the information listed above, the site meeting is conducted, and comments from NCWRC are
submitted, we will be able to continue to process your request. If you have any questions please contact me.
