However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on April 17, 2023. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant’s responsibility. In addition, any omissions made in responding to the outstanding items in Sections A through L, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). Please reference the subject application number when providing the requested information. Per our records, The Tradition Golf Club conjunctive utilization plans and specifications were previously permitted on May 29, 1997, under Permit No. WQ0013252. This conjunctive utilization facility was originally constructed under the former 02H rules and does not appear to have been modified since its initial construction. Please submit an engineering certification (see the attached certification form) with accompanying letter from the engineer that outlines the existing system components, certifies the facility is installed as originally designed, and certifies that it is in good working condition. B. Cover Letter: 1. No comments. C. Application Fee: 1. No comments. D. RWPI 06-16 Application: 1. No comments. E. RWCU 06-16 Application: 1. Item II.7 was left blank and notification materials were not found within the submittal. Please provide notification materials meeting the requirements of 15A NCAC 02U .0501(a)(2). 2. Item IV.1 was left blank. Please provide information/documentation that the following requirements outlined in 15A NCAC 02U .0403 are being met: i. Labelling of valves, storage facilities, and outlets to warn the public or employees that reclaimed water is not intended for drinking in accordance with 15A NCAC 02U .0403(b). ii. Identification of piping, valves, and outlets as reclaimed water (i.e., color coding purple, labelling, taping) in accordance with 15A NCAC 02U .0403(c). iii. Method of securing valves and outlets that permits operation by authorized personnel only in accordance with 15A NCAC 02U .0403(d). iv. Hose bibs locked for use by authorized personnel only in accordance with 15A NCAC 02U .0403(e). 3. Item IV.2 indicates that a reduced pressure backflow preventor assembly is installed in the Tradition water meter vault to provide cross connection protection to the potable water main. Reduced pressure backflow prevention assemblies should be regularly tested and inspected. Please provide documentation of the most recent inspection and testing results. A review of the Mecklenburg GIS depicts the Tradition Golf Course traversing the following parcels, Parcel No. 02935163A, 02935163B, and 02971101. Parcel No. 02935163A and 02971101 appear to belong to Mecklenburg County; however, Parcel No. 02935163B lists ownership as Romspen Tradition LLC. The Mecklenburg County GIS map does not clearly delineate A and B, it just lists Parcel No. 02935163. Does Mecklenburg County have an agreement with Romspen Tradition LLC regarding shared ownership of this property? Please provide additional information regarding the property ownership of Parcel No. 02935163B and identify which portions of the conjunctive utilization area are owned by Romspen Tradition LLC, if any. G. Soil Scientist/Agronomist Evaluation: 1. The provided soil scientist/agronomist report contains a watermark indicating that the report is a draft copy. Please provide the final soil scientist/agronomist evaluation. H. Engineering Plans: 1. See Comment A.1. I. Specifications: 1. See Comment A.1. J. Engineering Calculations: 1. The engineering calculations indicate that the club operator is responsible for irrigation runtime. Is irrigation runtime managed using the irrigation telemetry system? K. Site Map: 1. During the site visit, our Mooresville Regional Office staff were informed that the original system (Zones 1 through 7) was input into the updated telemetry in a different configuration. The lower resolution of the existing irrigation layout sheets by STI Designs dated August 31, 1995, makes analysis of the documents difficult to interpret. Please provide an updated site map that shows how the irrigation system zones relate to golf course geometry and the accompanying irrigation telemetry. L. Spill Control Plan: 1. Information regarding spill response at the conjunctive utilization site was not included in the submittal. Please provide a spill control plan that includes the following provisions: i. Response to upsets and bypasses, including control, containment, and remediation; and ii. Contact information for the relevant facility personnel (Mecklenburg County’s preferred contact, Course Superintendent, etc.), emergency responders, and regulatory agencies.
