Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). This final permit includes no major change from the draft permit send to you on June 4, 2008. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. (2) CALCULATION OF TOTAL NITROGEN LOADS • a. The Permittee shall calculate monthly and annual TN Loads as follows: i. Monthly TN Load (pounds/month) = TN x TMF x 8.34 where: TN = average TN concentration(mg/L)of the samples collected during the month TMF = Total Monthly Flow of wastewater discharged during the month(MG/month). The 2008 renewal application was amended per the division evaluation and agreement from the permittee to designate "type of treatment"as Green Sand Filter. Based on a site visit and information provided by permittee a detailed flow schematic for both treatment facilities was generated.A statement on Sludge Management was included in the renewal application. Previous errors on outfalls coordinates for the site map were corrected and a new efile map generated. Amended receiving stream description to better match outfalls. Process: Raw well water is pretreated with sodium hydroxide and compressed air and forced through a sand filter where the majority of iron is removed. In one facility 4 parallel sand filters provide the filtration for a single well rated for 375 GPM while the other facility has 2 independent sand filters each one dedicated to a specific well source, 178 GPM and 278 GPM respectively. On a routine bases each sand filer is manually backwashed and rinsediwith resulting waste water being collected in each facilities 5,000 gallon gravity collection tank.A chlorinated water source is used in the rinse step. A sump pump in conjunction with level probes in the collection tank transfers the wastewater to a force main that terminates at each designated outfall. During the sump pump transfer sodium bisulfite is added to the collection tank as a dechlorination step. On an as need bases the accumulated solids in the collection tank are removed. The filtered well water is chlorinated and a non-zinc corrosion inhibitor are added prior to transfer into the drinking water distribution network. The operator also records when he manually regenerates a sand filter to allow for estimating reported outfall flows. Numerous request for missing TN Load data on DMR. TSS monitoring with Effluent Daily and Monthly Average Limits. Sample is composite type. Will maintain current frequency and limits. DMR data review indicates no violations, daily value typically less than 10 mg/L. Total Iron monitoring/reporting, sample is composite. No issue. Will reduce frequency to monthly per guidelines. DMR data review indicates daily value typically averages 2.5 mg/L. TRC monitoring with Water Quality Daily Limit, currently using declorination. Using a composite sample. Previous permit used fresh water limit will change to saltwater limit.No dilution applicable No violations. Will need to add footnote to state definition of chlorine additives and new DL 50 mg/L qualification rule. DMR data review indicates no reported values over 20 µg/L. Remove turbidity monitoring,not part of guidelines.No issues noted in data. Rational For Changes: Applied water plant guidelines for Green Sand Filter. TRC footnotes needed to clearly define the additives and DL rule. Did not require zinc monitoring since a non-zinc inhibitor is used.
