Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This final permit includes no major change from the draft permit send to you on June 4,
2008.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or
Local governmental permit that may be required.

All previous NPDES Permits issued to this facility,whether for operation or discharge are hereby revoked.As of this
permit issuance,any previously issued permit bearing this number is no longer effective.Therefore,the exclusive
authority to operate and discharge from this facility arises under the permit conditions,requirements,terms,and
provisions included herein.
The Town of River Bend is hereby authorized to:
1. Continue to operate an existing drinking-water treatment plant with an
intermittent discharge of sand filters backwash/rinse wastewater via outfall 001.
The wastewater is dechlorinated prior to discharge from the wastewater collection
tank. This facility is located on 52 Shoreline Drive north of River Bend in Craven
County.
2. Continue to operate an existing drinking-water treatment plant with an
intermittent discharge of sand filters backwash/rinse wastewater via outfall 002.
The wastewater is dechlorinated prior to discharge from the wastewater collection
tank. This facility is located on 27 Shoreline Drive north of River Bend in Craven
County.
3. Discharges from said treatment works at the locations specified on the attached
map into an unnamed tributary and into Plantation Canal, both classified as class
SB-Swamp NSW waters in the Neuse River Basin.

Footnotes:
1. The Monthly Average Compliance Limit is the monthly average of the sums of outfall 001 and outfall 002
daily discharge events.
2. The estimated value is calculated by multiplying the number of sand filters regenerated in a day by a
predetermined volume of waste water generated per sand filter regeneration event.
3. TN Load is the mass load of Total Nitrogen discharged in a given period of time. See A. (2)for Total
Nitrogen monitoring and reporting requirements.
4. The pH shall not be higher than 8.5 s.u. or less than 6.8 s.u..
5. TRC compliance is required for chlorine or chlorine derivative used for disinfection.The Division shall
consider all effluent TRC values reported below 50 ug/1 to be in compliance with the permit. However, the
Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory
(including field certified), even if these values fall below 50 ug/l.
6. For a given waste water sample,TN= (NO2-N+NO3-N)+TKN, where TN is Total Nitrogen, (NO2-N+ NO3-
N)is the Nitrite/Nitrate Nitrogen, and TKN is the Total Kjeldahl Nitrogen..
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

A. (2) CALCULATION OF TOTAL NITROGEN LOADS

a. The Permittee shall calculate monthly and annual TN Loads as follows:
i. Monthly TN Load (pounds/month) = TN x TMF x 8.34
where:
TN = average TN concentration(mg/L)of the samples collected during the month
TMF = Total Monthly Flow of wastewater discharged during the month(MG/month). If all
discharges are not recorded at the facility,document the calculation(s)used to determine
total monthly flow -

H. Annual TN Load (pounds/year) = Sum of the 12 Monthly TN Loads for the
calendar year -
b. The Permittee shall report monthly Total Nitrogen results (mg/L and pounds/month) in
the discharge monitoring report for that month. The Permittee shall report each year's
annual results (pounds per year) in the December report for that year.

General:
Facility is Class II, SIC 4941 with an average monthly permitted flow,combined outfalls 001 and
002, of 0.027 MGD. Will apply water plant guidelines for Green Sand Filter
Effluent Limited criteria are:

calculation

- Total Iron,monitor monthly
- TN,calculated to determine TN Load,N lbs

Water Quality Limited criteria is:
- TRC,daily max.
Because of tidal and swamp designation IWC calculation not applicable. The 2008 renewal
application was amended per the division evaluation and agreement from the permittee to designate
"type of treatment"as Green Sand Filter. Based on a site visit and information provided by permittee
a detailed flow schematic for both treatment facilities was generated.A statement on Sludge
Management was included in the renewal application. Previous errors on outfalls coordinates for the
site map were corrected and a new efile map generated. Amended receiving stream description to
better match outfalls.
Process:
Raw well water is pretreated with sodium hydroxide and compressed air and forced through a sand
filter where the majority of iron is removed. In one facility 4 parallel sand filters provide the filtration
for a single well rated for 375 GPM while the other facility has 2 independent sand filters each one
dedicated to a specific well source, 178 GPM and 278 GPM respectively.
On a routine bases each sand filer is manually backwashed and rinsediwith resulting waste water
being collected in each facilities 5,000 gallon gravity collection tank.A chlorinated water source is
used in the rinse step. A sump pump in conjunction with level probes in the collection tank transfers
the wastewater to a force main that terminates at each designated outfall. During the sump pump
transfer sodium bisulfite is added to the collection tank as a dechlorination step. On an as need bases
the accumulated solids in the collection tank are removed.
The filtered well water is chlorinated and a non-zinc corrosion inhibitor are added prior to transfer

The operator uses a composite sampler at each facility to take samples during the collection tank
transfer for compliance and monitoring requirements. The operator also records when he manually
regenerates a sand filter to allow for estimating reported outfall flows.
Numerous request for missing TN Load data on DMR.
Concerns:
Flow effluent monitoring/reporting,currently estimated.No issue. DMR data review indicates
monthly average flow is equal to permitted flow.
TSS monitoring with Effluent Daily and Monthly Average Limits. Sample is composite type.
Will maintain current frequency and limits. DMR data review indicates no violations, daily value
typically less than 10 mg/L.
Total Iron monitoring/reporting, sample is composite. No issue. Will reduce frequency to monthly
per guidelines. DMR data review indicates daily value typically averages 2.5 mg/L.
TRC monitoring with Water Quality Daily Limit, currently using declorination. Using a
composite sample. Previous permit used fresh water limit will change to saltwater limit.No dilution
applicable No violations. Will need to add footnote to state definition of chlorine additives and new
DL 50 mg/L qualification rule. DMR data review indicates no reported values over 20 µg/L. Will
reduce frequency to 2/Month per guidelines.
.pH monitoring with Water Quality Daily Limits.Requires grab sample.New compliance
requirement per guidelines,will impose salt water limit range.
Total Nitrogen(TN) monitoring/reporting,currently monitored with measurements of TKN and
(NO2-N+NO3-N). TN calculations are submitted monthly. Sample is composite. Will maintain
current frequency.
TN Load monitoring/reporting,currently no limit or allocation. Reported on a monthly and annual
bases(uses TN calculation and reported TMF). Annual calculated TN Load is averaging less than 90
N lbs annually. Will continue with no changes.
Total Phosphorus(TP) monitoring,currently monitoring only. Sample is composite. Based on
DMR on the average TP values are less than 1.0 mg/L. Will continue to monitor with no changes.
Changes to renewal permit:
1. Continue all monitoring parameters and limits as in existing permit accept for items listed
below.
2. Edit TRC limit for saltwater, 13 µg/L. Reduce frequency to 2/Month.
3. Add footnote to TRC for definition of chlorine additive and DL rule.
4. Edit Total Iron monitoring,reduce frequency to monthly.
5. Remove Settleable Solids monitoring, not part of guidelines.
6. Remove turbidity monitoring,not part of guidelines.No issues noted in data.
Rational For Changes:
Applied water plant guidelines for Green Sand Filter.
TRC footnotes needed to clearly define the additives and DL rule.
Did not require zinc monitoring since a non-zinc inhibitor is used. Did not require Manganese
monitoring since no manganese based additive used, only natural occurring level in source.
